1990年以來,兩岸農業交流合作日漸密切,特別是兩岸農業團體的交流與互訪。嘉義縣梅山鄉農特產品遠近馳名,更是我國重要農業與觀光區。梅山鄉農會數次與中國各地農業團體進行交流。然而,兩岸農業團體交流不一定都帶來正面效應,反而可能帶來對我國糧食與經濟安全的威脅,以及中國對我國國民趁機統戰的機會,而影響政治態度。 目前農會總幹事並非直選,基層會員的心聲可能不受重視,是農會選舉制度的缺憾,也對農會經營有負面影響。農會總幹事是農會方向的總舵手,除了應該確實選賢與能,更應該重視基層會員的聲音,而不是將權力集中在少數人身上,才能讓有能力的人帶領農會走向正確的方向,和中國合宜的交流,為台灣農民謀求最大福利。 預期未來的兩岸農業交流將更為頻繁與密切,由於兩岸農業發展程度不同,競爭力亦不相同,因而存在寬廣的交流空間。如能相互尊重,在「互補」、「互利」、「互惠」之原則下互動,避免我國農業人才、資金、種源與技術流失。並在ECFA架構下,積極擴展我國國際貿易空間,與其他世界各國建立更緊密的經貿關係,而不僅局限於中國市場,使我國農業更具有國際競爭力。如此,才能對台灣整體經濟與農業發展真正有所助益。
Since 1990, cross-strait agricultural groups exchanges and cooperation are increasing , especially in exchanges and visits between cross-strait agricultural groups. Meishan township's agricultural products are very well-known in Taiwan, and it is also an important agricultural and tourist area in our country. Meishan Farmers' Association had exchanged with China's agricultural groups for many times. However, cross-strait agricultural groups exchanges and cooperation do not necessarily have positive effects, but may pose threats to our food and economic security, and also make the China has opportunities of propagating the idea of unification to change our political attitudes. Executive secretaries of the Farmers' Associations are not elected by direct election. Therefore, the voices of the grassroots members may be neglected. It is not only the shortcoming of the Farmers' Associations electoral system , but also will have negative impacts on the operations of the Farmers' Associations. Because executive secretaries are the captains of the Farmers' Associations, we should pay more attentions to the voices of the grassroots members, and let people have the ability to lead the Farmers' Associations in the right direction. Moreover, Farmers' Associations should exchange with China's agricultural groups properly to seek maximum benefits for Taiwan's farmers. Due to the different degrees of cross-strait agricultural development and various agricultural competitiveness between Taiwan and China, expecting future cross-strait agricultural exchanges will become more frequent and closer. Taiwan and China should respect each other, interact with each other under the "complementary ", "mutual benefit", and " reciprocity " principle, and avoid Taiwan's agricultural human resources, capital , provenance and technical loss. Besides, if we want to make Taiwan's agriculture more competitive, we should actively expand our space of international trade, and establish closer economic relationship with other countries around the world, rather than just focus on the China market. Only in this way, we can really help Taiwan's economic and agriculture to develop.
