中國對台採購之政治經濟分析：以台南學甲虱目魚契作為例
Political and Economic Analysis of Chinese Purchases：A Deed as the Case of Milkfish, Tainan Syuejia
摘要
21世紀的人類社會，全球化（globalization）已成為一種必然趨勢，在交通便捷、網際網路快速發展下，縮短了國與國之間的距離，世界各國間互動與互賴的程度日益增加。國際社會進入彼此結盟又相互競爭的階段，全球性風險社會隱然成形，亦即一國發生威脅，將影響到另一國，任何國家皆無法自外於與他國緊密互動的格局中。兩岸關係對我國國家安全、經濟發展、外交與內政皆具有關鍵性的影響，甚至牽動東亞局勢與國際關係的穩定，也正因此，「兩岸」議題一直是國內外關注的焦點。 全球化下的國際關係，國與國之間的互動日趨緊密，進而使得國與國之間的藩籬，超越國界而趨模糊化。台海兩岸間亦在這種國際現勢下，起了若干化學質變；而就兩岸於2010年6月29日簽訂的經濟合作架構協議（Economic Cooperation Framework Agreement）而言，包含在協議附件中的早收清單，實已羅列了兩岸許多重要產業。藉由兩岸交流諸端，也讓我們得以窺見其在全球化下之歷史痕跡。 就國際關係範疇與其相關理論，本文將從經貿全球化、區域經濟趨勢及兩岸農業交流，採「由外而內」（outside-in）為主的分析途徑，並以台南學甲虱目魚契作為標的，企圖透過標準開放式訪談法及文獻分析，歸納出中國對台採購政策的重要論據、探究其政經策略及隱含之戰略意涵，並進一步剖析中國對台灣進行採購，政治與經濟層面的影響，同時檢視南台灣民眾對中國認同走向，進而為台灣尋求國家安全及利益最大化。

Globalization has become an inevitable trend in the 21st century. As traffic and Internet’s rapid development shorter the distance between countries, the frequency countries interaction increases. The international community comes into an alliance with each other and compete on other stage, becoming a global risk. On the other word, when a country threatens, other countries will be affected, and any country are not isolated from the outside in close interaction with other countries in the pattern. Strait relations has a critical impact to our national security, economic development, and both foreign and domestic affairs, and even affect the stability of the situation in East Asia and international relations, also, therefore, "strait" issue has been the focus both domestic and abroad. International relations under globalization, the interaction between countries becomes increasingly close, thus making the barriers between nations beyond borders and increasingly blurred. Also among the Taiwan Strait in this current international situation, a number of chemical qualitative change; while on the Economic Cooperation Framework Agreement on both sides on June 29, 2010 signed, the agreement contained in the annex to the early harvest list, the real has listed a number of important industries on both sides. By the end of various cross-strait exchanges, but also allows us to glimpse traces its history in the context of globalization. Its related areas of international relations theory, this article will trade globalization and regional economic trends and cross-strait agricultural exchanges, adopt analytical approaches "from the outside" (outside-in)-based, and Tainan Hsuehchia deed on milkfish as the subject of an attempt by standard open interviews and document analysis, summarized the important arguments Chinese arms procurement policies, strategies and explore its strategic political and economic implications implied, and further analysis of China on Taiwan to conduct procurement, political and economic impact level, while people on the Chinese view of southern Taiwan agree to, and then seek to maximize the interests of national security and Taiwan.
