禮運大同篇中,提及「故人不獨親其親,不獨子其子,使老有所終,壯有所用,幼有所長,鰥寡孤獨廢疾者皆有所養」,此一標準,幾千年來一直是為政者(更精確的說法是政治家—為萬世子孫謀福祉的當政者)努力的目標。大同篇指出了整個社會福利制度的基本精神---即「社會安全」。當老百姓充分的瞭解他(她)的勞動成果不會白廢,老年的生活有所保障,壯年時期可以不必恐懼未來的來臨,自然而然會安心樂於工作,一心一意的去維護社會的穩定,免於恐懼的自由,安心而無後顧之憂。
