藝術技能處遇運用於毒品受刑人矯正處遇之效能研究-以雲林第二監獄為例

摘要


依據法務部2014年11月底在監受刑人的統計資料顯示,全國矯正機關毒品受刑人占總受刑人數之46.27%;雲林第二監獄之毒品受刑人占全監總受刑人數之52.99%;2014年度全年新入監毒品受刑人,累、再犯者占總新入監人數之90.16%,鑒於人數之多及累、再犯比例之高,使毒品受刑人處遇成為當前矯正機關的重點,也亟待更有效之處遇模式以降低再犯率。雲林第二監獄在矯正署推動藝文教化活動的政策脈絡之下,將藝術技能處遇運用於矯正處遇,成立技藝專班,研究目的希探討此藝術技能處遇,在策略執行方面是否能提高學習成效?處遇過程對於受處遇者之心理影響為何?是否能提高戒毒自信心?且處遇之實施及通過藝術技能認證在其更生方面是否具有實質意義?以及瞭解處遇執行面及需求面之利弊得失,以為處遇精進之建議。 本研究以雲林第二監獄之技藝專班-傳統技藝訓練班及樂隊班毒品受刑人學員,並通過街頭藝人認證者及管教人員、授課教師共計25人為研究對象,並以現象學分析為研究方法,透過半結構式以及深入訪談之方式蒐集資料,研究結果發現,在處遇策略執行之學習效能:1.適性密集處遇,提高學習成效。2.有助在監適應,安心接受處遇;處遇過程影響之心理效能:1.增強情緒管理,正向心理發展。2.認知風險情境,提高戒毒自信;處遇實施之更生效能:1.取得技藝認證,優化就業條件。2.有利出監更生,降低再犯風險。依據研究結論提出下列建議以供處遇精進之參考:1.教學過程應兼重心理層面發展;2.課程可朝多元規劃,以深化內涵;3.邀請家屬參與成果展,增強學員改善動機;4.增加表演機會,爭取對外公演,激發學員更高之榮譽感;5.辦理認證活動宜有配套,促進實質意義。

The statistics conducted by Ministry of Justice in November 2014 shows that drugs inmates occupied 46.27% of the total number of inmates nationwide; The drugs inmates in Yunlin Second Prison ,Agency of Correction, Ministry of Justice accounted for 52.99% of the total number of Yunlin second prison’s inmates.2014 , the large number of first drugs offenders and repeated drugs offenders highlights the difficulties of drugs rehabilitation. The treatment of drugs inmates is a top priority to our current correction authorities. We need a more effective treatment to reduce recidivism.Yunlin Second Prison follows the policy of Agency of Correction promoting arts enlightenment activities, holding lots of arts and crafts training activities, and then using artistic skill treatment on correction for drugs inmates. This study is to explore the effectiveness of artistic skill treatment on correction for drugs inmates.From this study ,we want to know whether the implementation of art skill treatment can improve learning outcomes? How the treatment process affect inmates’ psychology? Whether treatment can increase the self-confidence on drugs rehabilitation? And whether the treatment implementation and skill certification are meaningful in rehabilitation?And to understand the pros and cons of the treatment, and then to give recommendations for reference. This study is based on students from arts and crafts class, crafts training class and band class in Yunlin Second Prison. These 25 participants , students, correctional officers and crafts teachers ,were interviewed on-site.Interview data was analyzed and ound: The Learning effectiveness of treatment implemetation: 1.Intensively participating in arts and crafts classes can improve learning. 2.adapted to the jail and to accept drug rehabilitation at ease. The metal effectiveness of treatment: 1.enhanced emotional management, positive psychological development. 2.the perceived risk situations, improve the confidence of drug rehabilitation. The rehabilitation effectiveness of treatment: 1.to obtain skills certification for strengthening to find employment. 2.favorably out of prison rehabilitation, may reduce recidivism. The findings from this study may have the following recommendations for reference: 1. A teaching process should pay more attention on psychological development. 2. planning for diversified courses to deepen the self-possessed. 3 inviting families to participate in an exhibition of achievements to motive students to start afresh. 4 Increasing performance opportunities to inspire more honor of students. 5 crafts certificate should be plan overall.
