我國職業安全衛生專業證照制度之合宜性分析

摘要

因職業安全衛生法修正且民國101年及103年起陸續取消職業安全衛生相關學系學生畢業後，即取得職業安全衛生管理人員資格之規定，改為需參加全國技術士技能檢定合格，始具職業安全衛生管理人員資格，於是職業安全衛生人員市場需求量增加。本研究共計訪談十二位政府單位、勞工團體、學校教師、雇主代表之專家，以了解我國職業安全衛生專業證照制度之合宜性。研究結果發現為取得職業安全衛生管理職類證照報考資格門檻低、且薪資水準優於一般大學畢業生起薪，有不少其他非相關領域人才具有轉入職業安全衛生管理職場領域之意願。職業安全衛生證照制度方面，全國技術士檢定職業安全衛生類科報考資格規範中，大專院校畢業生須修畢相關9學分，而其他行業報考者需上完107小時的教育訓練才具有報考職業安全衛生技術士檢定資格。至於技師制度，大部分技師只能至企業擔任職業安全(衛生)管理師的職位，需要業界實務工作之能力。建議技術士檢定資格採學分制，在職教育訓練則由職業安全衛生教育訓練單位進行，適度增加時數，期能提供勞工更完整的技能訓練，增進勞工就業福祉。

Since after the revise of the Occupational Safety and Health Act, our government has been continually cancelling and changing the rules of people who can get the qualification of occupational safety and health personnel from the Occupational Safety and Health related school graduates who could get qualification simultaneously after their graduation to being required to attend and pass the National Technical Skills Certification held by Workforce Development Agency from the year 101 to 103 of Taiwan (R.O.C), therefore the market demand of this kind of specialized people has also been increasing because of it. Under this research, we interviewed 12 experts including government officers, labor organizations, school teachers and representatives of employer to find out the appropriateness for the Department Occupational Safety and Health students to get the licenses. According to our study, in occupational health and safety field, it has lower standard and higher starting salary which could attract a lot of labors from different field to enter this market. To get the licenses under the regulation of the National Technical Skills Certification examination, the college graduates need to pass 9 credits and people from other fields need to finish 107 hour training classes before they can get the qualification to take the examination. For the technician system, most of the technicians are only able to serve the post of occupational safety and health management in enterprises. In order to enhance their working ability, we suggest to take credit system, occupational safety and health training department do the in-service training, and also increase training hours to provide more full scale training and increase the welfare for labors.
