我國青年就業政策評估-以「明師高徒」計畫為例

摘要


青年從學校到職場的轉銜歷程中,除了勞動市場風險及高等教育擴張,所造成的學用落差外,青年本身的就業力及職涯方向亦是影響其成功轉銜因素之一。青年從教育場所轉換進入勞動市場這段時期是他們最容易受傷的階段。當青年從學校要轉換到進入就業市場時,如果青年的本身就業條件及可運用的資源不足,將會在求職時遭遇到較大的困難,並容易傾向選擇臨時性、短期性等低度就業的選擇。 「明師高徒」計畫強調以「師徒制」精神,運用訓練自主化、彈性化、個別化及長期訓練機制等特色,將隱藏於民間(十人以下事業單位之雇主、受僱勞工或自營作業者)之師徒教導學習管道予以制度化,並跳脫正規教育方式,透過嚴謹之適訓評估,提供客製化之訓練,由師徒間自主議定訓練內容,做為技術與經驗傳承之訓練管道,並促進青年就業。而本研究提出三項題問如下: 一、參與「明師高徒」計畫來之青年之參訓動機及就業歷程為何?青年選擇「明師高徒」計畫,是否能協助青年從學校到職場無縫接軌? 二、「明師高徒」計畫提供青年客制化之訓練,由師徒間自主議定訓練內容,青年是否真的能從師傅獲得知識、專業、價值、技能、遠景、態度、友誼等 學習成長?青年能否能藉由參與此計畫提昇個人的就業能力及建構職涯發展方向? 三、師傅參與「明師高徒」計畫須訓練青年不斷地豐富自己的知識與技能,且藉由徒弟的協助和合作,能完成更多的目標與理想。那麼,師傅是否也能在師徒學習互動過程中獲得自我肯定與自我成長? 本研究透過深度訪談回應三項題問並歸納及分析而提出結論及建議,本項計畫對師傅及青年有何影響,並給青年學子、師傅及政府相關計畫規劃人員或是執行人員建議。

In the transiting connection from school to workforce for the youth, besides the gaps between academic and workforce caused by the labor market risk and the higher education expansion, the employability and career direction of the youth itself are also the key factors to influence the success to link up with the job market. It’s the period that the youth would easily get frustrated while entering the job market from educational facilities. When the youth enters the workforce from school, if they fail to possess good employment conditions or sufficient resources, they will encounter more difficulties when finding jobs and then tend to choose some temporary or short-term jobs easily. The “Mentoring Training Project” emphasizes the spirit of “mentoring” to make the training independently, flexibly, individually and extendedly. This project aims to institutionalize the mentoring system hidden in the society (employers under 10 people, employees or self-conducted dealer) and get rid of the regular educational methods to customize a professional training based on rigorous assessments. The training program will be designed by both the mentor and apprentice to become the skill and experience heritage channel to promote the youth employment. In this research, we come up with three research questions as below. 1.What are the motivations and employment experiences for the youth who participated in the “Mentoring Training Project”? Is it really helpful for the youth to enter the workface from school smoothly and successfully by joining the “Mentoring Training Project”? 2.The “Mentoring Training Project” provided the youth a customized training designed by both the mentor and apprentice. Could the youth obtain knowledge, profession, value, skill, vision, attitude, friendship and etc. to learn and grow? Could the youth upgrade their personal employability and plan their career direction by joining this project? 3.When the mentors join the “Mentoring Training Project”, they need to enhance their knowledge and skill continuously to train the youth and achieve more goals and ideals by the assistances and cooperation provided by the apprentices. Could the mentors achieve self-affirmation and self-growth in the mentoring interaction? This research will summarize and analyze the three questions above by deep interviews and provide conclusions and suggestions regarding the influences to the mentors and the youth, hoping this research will be helpful to all the youth, mentors, planners or executives in government related projects.
