派出所所長領導風格、員警組織公民行為與組織效能關係之研究-以雲林縣警察局為例

摘要


本研究主要目的在於探討雲林縣警察局所屬各派出所所長領導風格、員警組織公民行為與組織效能的關係,故本研究目的為:﹙一﹚瞭解派出所所長領導風格、員警組織公民行為與組織效能之現況。﹙二﹚探討員警不同背景變項對所長領導風格、員警組織公民行為及組織效能的差異情形。﹙三﹚探討所長領導風格與員警組織公民行為之關係。﹙四﹚探討員警組織公民行為與組織效能之關係。﹙五﹚探討所長領導風格與組織效能之關係。﹙六﹚分析所長領導風格、員警組織公民行為對組織效能的預測情形。﹙七﹚依據研究結果,提出具體建議,以提供警政單位決策及後續研究之參考。 為達成以上之目的,本研究係以雲林縣警察局所屬各派出所從事外勤工作之基層員警為取樣之樣本單位;在成員樣本方面,抽取雲林縣警察局所屬派出所一線四星以下員警(包含巡佐兼任副所長、警員兼任副所長、巡佐、警員)為樣本,母群體的總人數為631人,抽取樣本人數500人實施問卷發放,總計回收492份,汰除無效問卷10份,有效問卷共482份,有效回收率達96.4%。樣本資料經整理進行描述性統計分析、獨立樣本t檢定、單因子變異數分析、皮爾森積差相關分析及逐步多元迴歸分析等驗證假設。 本研究結果結論:1.派出所員警對所長領導風格認知屬中上程度,以「工作態度」層面認知程度最高。2.派出所員警認知組織公民行為屬中上程度,以「敬業守法」層面認知程度最高。3.派出所員警認知組織效能屬中上程度,以「工作品質」層面認知程度最高。4.派出所員警對所長領導風格認知程度:性別「男性」者顯著大於「女性」者;學歷「警員班」、「專科班」、「特考班」者顯著大於「碩士(含)以上」者。5.派出所員警對組織公民行為認知程度:年資「16-20年」者顯著大於「5年(含)以下」者;學歷「警員班」、「專科班」、「特考班」者顯著大於「碩士(含)以上」者;婚姻狀況「已婚」者顯著大於「其它(離異、鰥寡、分居)」者。6.派出所員警對組織效能認知程度:年齡「41-50歲」、「31-40歲」者顯著大於「30歲(含)以下」者;學歷「警員班」、「專科班」者顯著大於「碩士(含)以上」者;職務「巡佐兼副所長」、「警員兼副所長」者顯著大於「警員」者;婚姻狀況「已婚」者顯著大於「未婚」、「其它(離異、鰥寡、分居)」者。7.所長愈能展現領導風格,員警組織公民行為、派出所組織效能愈佳。8.員警愈能展現組織公民行為,派出所組織效能愈佳。9.所長領導風格、員警組織公民行為對組織效能有顯著的預測力,其中以「認同組織」最能預測組織效能。

This aim of the study is to investigate the relationship among the leadership styles of superintendents, organizational civil behavior of the policmen and organizational effectiveness in police stations in Yun-Lin County. Therefore, there are seven objectives in the study. The first objective is to understand the situation of the leadership styles, organizational civil behavior and organizational effectiveness. The second objective is to discuss different background in the leadership styles, organizational civil behavior and organizational effectiveness. The third objective is to discuss the relationship between the leadership styles and organizational civil behavior. The fourth objective is to discuss the relationship between the organizational civil behavior and organizational effectiveness. The fifth objective is to discuss the relationship between the leadership styles and organizational effectiveness. The sixth objective is to analyze the significant prediction capability of the leadership styles and organizational civil behavior on organizational effectiveness. Lastly, according to the research, offer concrete recommendations, providing a reference of strategy and future research for police units. In order to achieve these objectives above, all the police stations in Yun-Lin County are taken for sample. The members of the sample, taking “Four Stars on One Horizontal Bar” and below, are inclusive of “Sergeant and Deputy Director” , “Police Officer and Deputy Director” , “Sergeant” and “Police Officer”. The method that this research paper uses is questionnaire survey. The research takes 500 people as samples from the total population of 631. 500 questionnaires in total were distributed and 492 were returned. After deducting 10 invalid ones,482 valid questionnaires were carried out, the valid response rate to questionnaires is 96.4%.Data analysis is conducted by descriptive statistical analysis, independent-sample t test, one-way ANOVA analysis, Pearson product-moment correlation , stepwise multiple regression analysis to verify assumptions. As a result, some conclusions are made by the study:(1)the leadership styles of superintendents perceived by the policemen belong to the above-fair level, and the aspect of working-attitude is the best.(2)organizational civil behavior of the policemen belongs to the above-fair level, and the aspect of of their respect for the profession and their law-abiding spirit are most outstanding.(3)organizational effectiveness perceived by the policemen belongs to the above-fair level, and the aspect of working-quality is the best(4)the leadership styles of superintendents perceived by the policemen:the male is more significant than the female; the academic background in “police officer class”, “vocational-school class” and “special-entrance-exam class” shows significantly than “master-degree and above”.(5) organizational civil behavior perceived by the policemen: policemen who have served for 16-20 years are more significant than those who have served for 5 years and below; the academic background in “police officer class”, “vocational-school class” and “special-entrance-exam class” shows significantly than “master-degree and above”; the married shows significantly than the others.(the divorced, widows and widowers)(6)organizational effectiveness perceived by the policemen: policemen aged “41-50 years” and “31-40 years” show significantly than “30 years and below”; the academic background in “police officer class”, “vocational-school class” shows significantly than “master-degree and above”; “Sergeant and Deputy Director” and “Police Officer and Deputy Director” shows significantly than “Police Officer”; the married shows significantly than the unmarried, and the others.(the divorced, widows and widowers)(7) If a superintendent can more effectively present his/her leadership styles, organizational civil behavior of the policemen and organizational effectiveness will be better.(8)If a policeman can more effectively present organizational civil behavior, the organizational effectiveness will be higher.(9)The leadership styles of superintendents and organizational civil behavior of the policemen have significant prediction capability of organizational effectiveness. Among them, “the agreement with organization” can best predict the organizational effectiveness.
