2016年「全國國小學童潔牙觀摩」個案研究

衛生福利部國民健康署於2012年公布之12歲兒童恆齒齲齒經驗指數(Decayed, Missing and Filled Teeth , DMFT index)的數值為2.5顆，未達世界衛生組織(World Health Organization, WHO)2010年所訂的DMFT index為2顆以下之目標，也未達我國2010年所訂2.3顆之目標。是以中華民國牙醫師公會全國聯合會從2012年開始實施國小餐後潔牙運動，並舉辦第一屆「全國國小學童潔牙觀摩」活動等計畫及活動。在此整理解析「2016全國國小學童潔牙觀摩」之規劃流程與執行流程，從專案管理的觀點來進行分析與檢視，目的是在可以清楚整個專案的品質檢核點，可以順利完成潔牙觀摩，籌備的醫師可以有效率的管控「全國國小學童潔牙觀摩」之關鍵項目。學童潔牙觀摩之關鍵成功因素，結果可提供未來規劃與執行潔牙觀摩的評估事項及参考，讓潔牙觀摩更為流暢有效率。

In 2012, the Health Promotion Administration, Ministry of Health and Welfare announced the statistical information of decayed, missing, and filled teeth index (DMFT index) for the 12 year-old students. The index value is 2.5, which is higher than the World Health Organization (WHO) target value less than 2 in 2010, and also higher than the domestic target value 2.3 in 2010. Therefore, from 2012, the Taiwan Dental Association started the Plan of After Meals Tooth-brushing for Primary School Student and held the National Primary School Student Teeth and Dental Health Observation and learning activities. In this study, the information of planning processes and implementing procedures of National Primary School Student Teeth and Dental Health Observation and learning activities in 2016 were summarized and analyzed from the viewpoint of project management. The purpose is to rise the project quality and efficacy of the National Primary School Student Teeth and Dental Health Observation and learning activities. And it also can benefits the project dentists to handle the observation and learning activities more efficiently. By clarified and identified the key successful factors, the study results can be provided to future works of planning, executing, and assessing of primary school student teeth and dental health observation and learning activities, and makes the activities more efficiency and effectiveness.
