火災案件電腦管理系統之研究－以屏東縣為例

火災從發生至撲滅的過程，受到很多因素影響，若能將這些因素如火災發生時間、建築物構造、內部情形、起火處所、起火原因、人員傷亡及財物損失情況，以及消防單位之作業經過等加以建檔統計分析，可作為日後分析火災預防工作績效，評估火災作業能力與消防戰力，以及輔助支援決策之依據，基於此，本研究主要的目的在於建置火災案件管理系統，並在實務經驗基礎下，研擬出火災搶救車輛派遣電腦輔助支援決策系統，期能應用電腦快速處理與龐大儲存容量的優勢，建立可以隨時應付各火災分類之消防車輛派遣調度的作業模式，以便充分發揮消防戰力及火災搶救機制。

There are many factors on fire from occurring to extinguishing. If these factors such as occurring time, building structure, inner situation, occurring place, occurring reason, people injured, property damage, and process of fire department arrival will be gathered in files and be analyzed, it can be basis of analyzing achievement of disaster prevention, evaluate fire burning, manpower and material resources of fire department, and car dispatched in the future. Based on this, this research is to set up the system of computer aided management on fire incidents, and to draw up the system of computer aided on assisting car dispatched under the practice experience. Using quality of computer on handling rapidly and large capacity could set up a model for kinds of car dispatched momentarily, and fully use of manpower and material resources of fire department and disaster rescue procedure.
