本論文研究範圍為:生質能源在中國大陸廣西木薯燃料乙醇產業。國際原油價格每桶突破130美元,美國將在未來10年減少75%傳統能源進口,歐洲未來5年內,再生能源使用率提高到20%,同時溫室效應引起全球氣候暖化、燃料乙醇。美國、巴西是目前生產技術最成熟的國家,巴西年產甘蔗燃料乙醇1,300萬噸,美國的玉米乙醇約1,600萬噸,巴西全國的汽車用油的三分之一是使用燃料乙醇。中國大陸2001至2005年間年產玉米燃料乙醇已經超過100萬噸,在2006年1月1日,開始施行可再生能源法並提出非糧乙醇政策、廣西地處亞熱帶,適合甘蔗、木薯類作物生長,是中國重要的甘蔗、木薯類種植省區。將成為生質能源(Biomass)的示範省。 本研究從多方面且客觀的掌握目前之產業競爭優勢及策略,探討其在企業核心資源、顧客需求項目、及競爭者與企業本身在關鍵成功因素上的影響程度與影響性質。將由文件、問卷、訪談等所得的豐富資料,透過「系統化」與「數量化」的研究步驟,將策略分析的結果用簡單的「數量模型」加以表示,並彙整成為可比較出優劣的「創新矩陣」。以個案(廣西新天德能源有限公司)為實証的研究對象,探討其企業內各系統間的行為之相互影響關係,嘗試把問題放於所處環境中來思考。
The scope of this study is: A Study of Competitive Strategy Analysis for Ethanol Bioenergy from Cassava in Guangxi, China. The price of crude on internationally soared over US$130 per barrel, an increase of 66% than that of last year at the same period of time. The US will reduce import of traditional fuel by 75% in the next 10yeas, and in the next 5 years the use of biomass by European countries will be enhanced to 20%. At the same time, greenhouse effect, has resulted into global warming, while Brazil and the US are the countries that are most well versed and matured in the production technology of ethanol fuel. Brazil can produce 13 million ton of ethanol fuel with sugar cane, and the US can produce 16 million ton of ethanol fuel with maze, while one/third of the vehicles in Brazil use ethanol fuel. As for mainland China, ethanol fuel production with maze from 2001 to 2005 has already exceeded 1 million ton, and when recyclable energy law was put forth in 1st January, 2006 and non-staple crop of ethanol policy Guangxi Province should, located at sub-tropic area and is suitable to grow sugar cane and cassava as it is an important plantation areas for sugar cane and cassava, become the demonstration province for biomass. This study has, from various aspects and objectively, mastered industrial competition advantage and strategy for the time being, and it will investigate from the perspective of core resource of enterprise, required items of client, competitor, and enterprise itself the extent and nature of impact regarding its factor of success. The study will make use of the rich information obtained from document, questionnaire, and interview, and resort to the research procedures of “systemization” and “quantification,” turning the analyzed results of strategy to be displayed with simple “quantity model.” Then, “innovation matrix” that can help compare advantage and disadvantage is compiled. In this paper, the research subject (Xian Tian-teh Energy Company, Guangxi) is illustrated for substantial study, and the study would investigate the mutual relationship of interaction among the behavior of each system in the enterprise, and attempt to reflect problems within the context so as to unveil the hidden structure behind the “core competitiveness.”
