本文在探討2006年12月26日屏東恆春地震之災害防救體系於實際執行上所受到的限制與困難及其應變機制。首先分析屏東縣災害潛勢、災害防救體系現況、分工權責等運作模式,並以屏東縣政府處理恆春地震事件為研究個案,彙整與分析災害發生時,地方政府各單位應變處置的重點及可能遭遇的困難。由分析結果得知,在此次屏東恆春地震救災中,第三層級(鄉、鎮、市公所)首長無實際指揮權可調度轄區之警察、消防、駐軍單位、民間救難組織及相關公共事業單位;鄉(鎮、市)公所無充足的人力及經費可辦理災害防救工作;承辦災害防救業務之人員對災害防救之訓練不足。但第三層級常為處理災變現場第一個接觸的單位,故對第三層級之災害搶救與應變能力需補強,而現有法令制度在處理災變之規定亦須檢討修改,以補強第二層級(縣、市政府)及第三層級間之災害搶救協調與互補功能,以落實災害防救之功能。
This research examined the limitations of the Pingtung County government emergency response system during the disastrous earthquake on December 26, 2006 in Hengchun, Pingtung County, Taiwan. First, the disaster area, the disaster rescue system statistics, and the responsibility and accountability for the division of labor in Pingtung County were evaluated. Second, the overall local response and management during the entire disaster were analyzed and integrated. The analysis showed that in this earthquake disaster, the township (town, city) government did not have sufficient manpower or funds to handle the disaster rescue work. Additionally, the personnel undertaking the disaster rescues did not have the suitable training. Moreover, a third level officer did not have actual command jurisdiction to dispatch police, fire fighting staff, the garrison unit, the civil rescue organization, or relative public enterprises. Unfortunately, it is this third level officer that is frequently the first authority who must deal with the disaster. Therefore, response capabilities must be greatly improved. In addition, the existing law system needs to be examined to ensure that disaster rescues are coordinated with strong communication between the second and third level officers who carry out the disaster rescue functions.
