地方政府“地區災害防救計畫”之強化機制探討

摘要

「地區災害防救計畫」之強化機制期藉由各地學術團隊所組成之協力機構，整合運用當前各界既有之各項科研成果，以協助地方政府了解當地災害特性、潛在之問題與檢討評估防救上之重點。同時亦期望能培力地方政府具有適當之素養與能力，並籌組地方政府之跨單位工作團隊，進行落實運用各項計畫工作成果，從事檢討修訂具體可行之地區災害防救計畫，以利逐步實踐各面向之災害減輕與防救工作，並強化當地防救災作業能力。

The mechanism for empowering the local disasters reduction plan is designed to promote the whole concept of integration of the current disaster prevention technologies through the efforts of academic institutions, and to help local governments understand the characteristics of local disasters, and review and assess the potential problems on prevention and relief matters. At the meantime, empower local governments hope to have the appropriate knowledge and capacity, formulate an inter-local government unit team, and review and amend the regional disaster prevention and relief plan thus that local prevention and relief operations is strengthen.
