坡地工程施工管理查核之探討-以屏東縣為例
The Investigation of Construction Management problems on slopeland -The case study for Pingtung County
摘要
政府推動公共工程品質管理制度已實施將近二十年，如何建立標準化施工查核程序及提升公共工程的管理制度及品質，使各項公共工程在三層級的品管制度正常的運作，為本研究的主要目的。 本研究摘錄屏東縣政府工程施工查核小組於九十七至一百年度所查核坡地工程案件篩選四十件(道路廿件、水利廿件)，重複性發生率高(前十名)之工程常見缺失進行彙集及統計分析，將缺失事項彙整後並提出缺失之主要原因，且分別研擬預防及改善對策；再利用彙整之工程缺失資料探討與工程現況常發生問題等研究，依行政院公共工程委員會提出之推動公共工程品質查核措施改進方案與屏東縣政府工程施工查核小組查核機制討論及提出建議和積極改善策略（包含教育訓練、建立資訊平台、十大缺失列為查核必檢項目、加重扣點機制及訂定懲罰廠商條例等），期能對工程品質提升有所助益，且更進一步落實三層級品質管理制度，有效的提升屏東縣所轄及經費受補助之公共工程之施工品質，此為本研究之主要內容及成果。

It’s been around 20 years since Government institution promoted the public works quality management system. The main prupose for this investigation is how to establish the standardized construction program & auditing procedure. With it then can highlight the management system & its quality level. Guiding the public works with standard operation under three level quality control system. This research is covering forty cases of sloping engineering which included twendy cases of road construction and water-conservation construction respectively. It abstracted from the Pingtung County Government Constrtuction Committee with the span of the year of 2008 till 2011. Collecting the top ten(10) duplication disorders construction cases and analynized the main reasons accordingly. Menwhile developing the prevention and its improved solutions. With these precious data base and guide by the check mechanism of Executive Yuan public works Committee and Pingtung County Government. This reseach provides suggestions and improvement policy which including educational training, establishment of information platform, examination items of first 10 check-disorder, cumulative penalty mechanism and set-up of punitive measures to benefit the contractor and carry out the three-class quality of management system. Therefore, the content & solution of this study is to improve public works which control & sponsor by Pingtung County.
