專案管理最終目的是使用有品質的方法、在預定的時間、預定的經費內完成所有的專案範圍,以獲得顧客滿意。專案進行過程中,專案經理必須要展現出領導能力,運用適當的專案管理方法,帶領專案團隊達成目標。傳統用來評量專案經理人績效的方法有平衡計分卡、關鍵績效指標等,觀其方法均將績效量化加以分析。但量化過程往往遭遇程度差異形容詞,此種形容詞具有模糊特性。故本研究應用模糊層級分析(Fuzzy AHP)法,建構一個評量專案經理人的方法,並將專案經理人的績效評估內容分成:「專案績效成果」與「專案經理人能力應用」二部分。專案績效成果再細分成4項,而專案經理人能力應用則細分為6項,並對此10項評核項目建構歸屬函數,再應用FAHP進行整合。本研究結果發現專案績效成果考核中最優先考量之指標為顧客滿意,而專案經理人能力應用部分最優先考量之指標為溝通,且專案績效成果較專案經理人能力應用重要,這可能是因為業界認為專案績效成果高,專案經理人能力應用也會提升。
The objective of any project is to use quality methods to complete the wanted deliverables, according to the project statements, within budget and time constraints. The project manager of any project team is the key person who is responsible to coordinates the activities, allocates the resources, resolves the conflicts, and finally to satisfy the customers. Typically, the performance of a project manager is evaluated by balance score board or different key performance indices. During the evaluation process, the performance of a project manager is quantified, evaluated, and analyzed. This thesis uses Fuzzy AHP to establish a project manager evaluation method to deal with the fuzziness of the expressions of judging a projec manager’s performance. Two groups, namely project performance and the application of manager abilities, of evaluation criteria are found. Those two categories are further divided into 4 and 6 criteria, respectively. Membership functions are constructed for each of the 10 criteria to represent the fuzziness of the expressions. Weights associated with the hierarchical structure are determined. It is found that customer satisfaction from the project performance group is the most important one among the 10 evaluation criteria, followed by communication from the application of manager abilities group. It is also found the project performance group is more important than the application abilities group. Suggestions to both the project managers and business organizations are made.
