核子災害車輛撤離停車場模式探討-以台灣核三廠為例

摘要

核三廠位於屏東縣恆春鎮，此區域為南台灣著名遊憩景點，假日遊客眾多交通流量亦大，為規劃核三廠發生核子事故時，迅速撤離管制區內民眾，車輛疏散之規劃甚為重要。
基於核子災害之車輛管制原則及車輛分散不確定性，本文提出停車場模式以模擬管制區段之車輛撤離時間，並引入停滯参數以表示路況條件，計算結果可適當反應車輛撤離所需時間，可做為核子災害民眾撤離時之交通規劃参考。

The third Nuclear Power Plant is located in Hengchun Township, Pingtung County. This area is a famous recreation site in southern Taiwan. Many travelers and high traffic flow get into Hengchun during holiday. The vehicles evacuation planning is very important for rapid evacuate people in this region when nuclear accident occurred.
In this paper, the parking lot model was used to calculate the evacuation time based on vehicle control rules and vehicle distribution uncertainty. The delay parameter was induced for presenting road conditions. The calculated results can appropriate response the vehicles evacuation time and provide as a reference of residents evacuation plan when nuclear disaster occurred.
