Disasters occur with high uncertainty, especially earthquake disaster because the earthquake can’t accurately predict. When the huge scale earthquake occurs, the open areas for temporary or short-time to resettle residents is necessary, especially in densely populated metropolitan areas. In this paper, the Millennium Park located in Pingtung City was planned as a disaster-prevention park by environment investigation and functional requirements. In addition, the disaster-prevention park operation is integrated the peripheral resources. The planning results show that the disaster-prevention park not only provides temporary or short-time resettlement but also provides temporary government administration site for disaster resident services.
