臺灣地形特殊,河川眾多,水岸景色更是千變萬化,但是臺灣雨季明顯,時常氾濫,早期為了安全考量,將河川截彎取直,逐一築起高堤,也將天然的河岸景觀嚴重破壞,河川特有生態系統也消失殆盡。 直到六零年代掀起的生態規劃思潮,臺灣的環境保育、永續經營、生態復育等意識也開始提升,河岸空間規劃也開始受到重視,因此河岸空間機能除了防洪功能外,也開始重視生態、親水、休憩等功能。 林邊溪因2009年八八風災時,河水暴漲,河堤潰堤,洪水將河岸景觀破壞殆盡,五年過去,空間機能也逐漸恢復,但是重建的河堤景觀與過去相比,單調無趣,失去休閒功能 ,所以本研究以屏東縣林邊鄉河堤景觀與周遭環境改善作為研究基地,進行河岸改善現況之規劃設計,希望研究結果,能為以往缺乏河岸景觀規劃設計的河岸空間,提供參考範例。
Taiwan has a terrain consisting of numerous rivers, which also contribute to a diversity of riverside landscapes. Due to high rainfall in rain seasons, floods occur from time to time. In early years, the government authority would straighten rivers and build high banks along the rivers for safety reasons. However, such measures would cause serious damages to riverside landscapes as well as the unique ecological systems in the rivers. It was not until 1960s when the idea of ecological planning emerged that people began to have greater awareness of environmental protection, sustainable development, environmental restoration, and planning of riverside space. In addition to flood control, other ecological and recreational functions of rivers began increasingly emphasized. The riverside landscapes along Linbian River were seriously damaged by Typhoon Morakot in 2009. Over the past five years, the spatial functions of the river have gradually been restored. However, compared to past landscapes, the restored landscapes are monotonous and void of its original leisure functions. This study was intended to design a plan for improving the riverside landscape and surrounding environment of Linbian River in Pingtung County. The results could provide an example of riverside landscape design which was neglected in past riverside engineering.
