屏東沿海地區養殖土地永續利用之研究

A Study on the Sustainable Use of Aquaculture Land in the Coastal Area of Pingtung

摘要


台灣推展土地利用政策,沿海養殖地區地層下陷雖有改善,但超抽地下水的威脅仍然存在,導致沿海地區地層持續下陷。為解決上述超抽地下水,造成地層下陷的問題,本研究依據文獻回顧、實地調查和訪談,提出屏東沿海地區地層下陷的解決方案,以期能改善屏東沿海地區地層下陷問題,並確保沿海地區可永續發展的環境。資本密集的循環水養殖雖然能減少用水量,然而資本密集的循環水系統造價昂貴,無法廣泛推行。因此,推廣天然的循環水系統,減少養殖用地面積,改善地下水超抽的情形,將有助於改善屏東沿海地區的地層下陷。最後本文針對沿海養殖地區,提出劃設適當的養殖生產專區,提供完善的供排水系統,並做好農業及民生用水的管理,亦將有助於防止屏東沿海養殖地區的地層持續下陷,及改善農漁村的生活環境。

Land use policy has substantially been implemented in Taiwan to mitigate the pressures of land subsidence on coastal aquaculture area. But a threat of the overexploitation of underground water continues to exist. To resolve these concerns, a collective study based on literature review, field surveys, and interviews was conducted to propose proper land subsidence management to improve land subsidence and ensure a sustainable environment of coastal areas in Pingtung County. The capital-intensive recirculating aquaculture systems may help decrease water consumption. However, recirculating aquaculture systems is not practiced due to the expensive investment cost and cannot be widely applied. Therefore, decreases in aquaculture land areas and improvement of underground water overexploitation are imperative in reducing subsided lands from further subsidence. This study proposes to sketch the aquacultural production specialization area, provide better water and drainage systems, and manage the industry and household water usage efficiently. This contribution would help prevent destruction of highly developed areas, salvage environmental communities, and improve living conditions of rural and fishery villages.improve living conditions of rural and fishery villages.
