衛星農場具有連結傳統農業與生物科技產業的重要角色,農業生物科技園區也積極輔導核准進駐企業建立衛星農場,成為不同於其他科學園區的特色。然而農業生物科技園區以政府預算補助衛星農場計畫之執行,至於企業發展衛星農場的真正需求以及考量的重要因素為何,實有加以探討並建立評估指標之必要。本研究以德菲法(Delphi Method)尋求專家意見,挑選出具5個構面、22項指標之架構,作為發展衛星農場評估指標要項之用;再運用層級分析法(AHP)針對農業生物科技園區核准進駐企業進行問卷調查,以獲得指標間相對權重,萃取出發展衛星農場之重要評估指標。 分析結果顯示,農業生技企業發展衛星農場最重要的評估指標前六項分別為:能迅速進入新產品市場、具有穩定與適時供應原料能力、具規模經濟、考慮成本效益、政府補助或優惠措施、降低經營風險。
Satellite farms play a vital role as linking up traditional agriculture and biotechnology industry. Pingtung Agricultural Biotechnology Park(PABP) actively assists companies in the PABP to build up satellite farms, which is the unique feature that is different from other science parks. Based on the satellite farm subsidy plan the PABP assistance for Park Enterprises. However, it is necessary to probe into the factors that enterprises concern about the need of developing satellite farms, and to build up the evaluation index. This research collects expert opinions by using Delphi Method to structure the indices with 5 aspects and 22 items, and processes survey by using Analytic Hierarchy Process (AHP) for those enterprises which are approved by PABP to station in the Park. The comparative weights of the items are obtained. The result shows that the top 6 evaluation indexes of building up satellite farms are (1) rapid market entry; (2) stable and timely material supply; (3) scale economy; (4) cost effectiveness; (5) subsidy or incentives offered by government; and (6) operation risk.
