民宿產業在農村活化角色探討—以南投縣魚池鄉頭社村為例

摘要
在求新、求變之現今社會，「民宿」已成臺灣旅遊的新趨勢，民宿業在競爭激烈與快速中起了變化，以專業經營方式投入民宿經營取代以前僅提供住宿的民宿。許多民宿業者瞭解若民宿只停留在「利用自用住宅空閒房間」的方式來經營，恐難吸引客人前往消費。接踵而來的是在農村農地上大興土木的「種」出各式異國風情的大別墅，一昧地追求民宿的特殊性卻忽略了運用地質、地貌特性來融入大自然的美感。 本研究最主要目的係探討民宿業在帶動農村活化中扮演之角色，經由探討民宿業特性、經營型態、法規初探、民宿經營等項，運用民宿需要自然環境景觀相佐以提升經營價值的特質，並在農村發展出契合的模式，結合民宿業、遊憩業、商業、精緻農業、村民參與共同創造商機，吸引青年回鄉對農村生態維護、文化保存、環境改善及經濟收入有所助益進而帶動農村再生與活化，藉以建構出民宿業在農村發展之良性循環。 本文利用相關文獻分析法探討國內、外案例中有關民宿業者在農村產業活化上能提供之助益及衍伸之相關課題，再運用訪談法、實地調查法、SWOT分析法以魚池鄉頭社村為例綜合歸納與分析，以「經營面向」、「生態面向」、「技術面向」、「經濟面向」、「發展面向」等五個面向提出具體對策，期望藉由本文之探索能讓民宿業者在頭社村營利的同時，亦能關懷當地農村自然、鄉土及農漁產業文化發展，創造雙贏的局勢。 關鍵字：民宿業、農村活化、SWOT分析

B&B Industry have become a new tourism trend in the ever-changing, innovation-seeking modern society of Taiwan. The fierce and rapid competition has resulted in changes in the B&B Industry sector as professional B&B Industry operation replaces the former mode where B&B Industry merely provide accommodation. Many B&B Industry operators have come to the understanding that their B&B Industry may be unlikely to attract guests if the B&B Industry operation remains the way in which idle rooms of their own residence are being used. Subsequently, grand villas of exotic styles have “grown from” the farmland in rural villages. However, the blind pursuit of uniqueness of B&B Industry has led to the utilization of geological and landscape features being overlooked when attempting to introduce the beauty of nature. The primary purpose of this study is to investigate the role of B&B Industry sector in stimulating rural rejuvenation. By exploring the characteristics of the B&B Industry sector, modes of operation, legislation, B&B Industry operation, and so on, this study makes use of the attribute where the B&B Industry sector requires the support of natural environment and landscape to boost the operating value, and develops a compatible model in rural villages, involving the participation of the sectors of B&B Industry, recreation, commerce, and quality agriculture, as well as village residents, in jointly creating business opportunities, and attracting young people to return to their hometown to make contributions to ecological protection, cultural preservation, environmental improvement, and economic and income growth in rural villages. The ultimate goal is to stimulate rural revitalization and rejuvenation, so as to create a virtuous circle for the development of B&B Industry sector in rural villages. This study employs the literature analysis method to discuss the benefits that the B&B Industry sector can bring to industrial rejuvenation in rural villages in domestic and international cases and related issues. This study also uses Toushe Village of Yuchi Township as an example to carry out analysis and obtain conclusions through interviews, field survey, and SWOT analysis. Specific countermeasures are proposed in the following five aspects: operation, ecology, technology, economy, and development, in the hope of assisting B&B Industry operators in making profit in Toushe Village through the investigations conducted in this study while caring about the local nature, customs, and cultural development of agricultural and fishing industries in rural villages, thereby creating a win-win situation.
