數位通訊系統應用於救災體系之評估

Assessment of Digital Radio System Applications on Disaster Rescue

摘要


災害的處理與應變講求快速的災情蒐集與災情傳遞,建置安全、可靠的通訊系統設備,是消防救災最基本的配備之一,精良的通訊系統是確保災害處理工作順利進展的基本工具。 無線電通訊系統正值類比系統轉換數位系統之時代,本文探討應用於防救災體系適合何種系統抑或現有系統是否有必要發費龐大物力、人力作轉換之必要性。 本文針對防救災人員使用無線電滿意度進行問卷調查,由路徑分析結果顯示系統品質、資訊品質與服務品質對滿意度有顯著的正向影響,而使用者對災害資訊的瞭解程度對滿意度有顯著的正向影響,且滿意度對防災的淨效益有顯著的正向影響。

Disaster response and to cope with process are required fast information collection and transmission. For this reason, to build a safe and reliable communication apparatus is one of fundamental facility for disaster rescue. Nowadays the communication system is switched from analogy to digital. In this study, the suitable communication system of analogy or digital was investigated by questionnaire from disaster rescue workers. The results showed that the system quality, information quality and service quality have positive affected on satisfactory of communication system by path analysis. The disaster information is clearly understood for user also positive affected on the satisfaction.
