屏東可可產業永續性評估: 聯合國糧農組織SAFA分析工具之應用

摘要


天災人禍逐年加劇,每次事件都一再顯示著永續發展在任何領域的重要性與急迫性,特別是農業領域,農業是整體社會的基石,對於環境有著最直接的影響。近十年來,可可產業被引進屏東也逐漸成長,目前已有許多研究指出可可具有高度的營養與利用價值,然而,關於屏東可可產業永續性的整體評估則尚未有相關研究,因此,本研究的目的為整體評估屏東可可產業的永續發展性,並提供產業相關利益人對於產業永續發展之建議,作為研擬該產業永續發展計畫之參考依據。本研究使用聯合國糧農組織發展的SAFA Tool分析屏東可可產業的永續性,透過訪問7位受訪者分別代表產官學三方觀點。研究結果顯示屏東可可產業的永續性表現良好,但環境完整性維度中缺乏紙本計畫或永續發展相關目標。本研究提出6項建議以提升產業永續性,包含不鼓勵新可可農在市場擴大前投入種植、建立產業總體共享之永續共識、建立公共可可加工廠、建立電子參與平台以提升決策者與利益相關者間之溝通頻率與深度、吸引不同領域企業參與以提升可可利用價值與經濟價值,以及,透過紙本合約維持雇主與受雇者之間勞雇關係。

Natural or social disasters were aggravated year by year. Every event reminds us the importance and urgency of sustainable development in all level and area. Especially in agriculture sector, agriculture is the cornerstone of whole society and it has the most directly impact to environment. In recent decade, cocoa industry was introduced into Pingtung and generally growing. So far, many research showed cocoa has rich nutrient and utilization value. However, there was no research related to holistic evaluation of Pingtung Cocoa Industry’s sustainability. Therefore, the aims of this study were to holistically assess Pingtung Cocoa Industry sustainability, to propose suggestions related to the industry sustainable development to stakeholders, and to be reference for drafting sustainable development plan of Pingtung Cocoa industry. This study used Sustainability Assessment of Food and Agriculture systems (SAFA Tool) developed by the Food and Agriculture Organization to assess the sustainability of Pingtung Cocoa Industry by interviewing 7 respondents representing views from government, academy, and industry. The final result shows the sustainability of Pingtung Cocoa Industry performance well. But environmental dimension had insufficient written plan or target related sustainable development. This study proposed 6 suggestions to increase the industry’s sustainability including not encouraging new cocoa farmers involvement before market is extended; to establish sustainable consensus shared by whole industry; to establish public cocoa processing filed; to establish e-participation platforms to increase the frequency and depth of communication between policy maker and stakeholders; to attract different areas enterprises’ engagement to improve the utilized value and economic value; last but not least, to maintain labor relationship between employers and employees by written contract.
