休閒農業區運用休閒農業資源決策影響因素之研究-體驗的觀點

休閒農業區因為具有發揮集聚經濟的效果及提升公共設施外部效益的功能，被定位為地區性休閒農業發展及輔導的重點。本研究以14處休閒農業區為研究範圍，並以其經營階層為研究對象，使用專家問卷調查。先應用休閒農業資源分類進行指標建構，使用德菲法作指標的篩選，再運用層級分析法(AHP)進行指標間的比較，並依其權重大小進行指標重要性之排序，以瞭解休閒農業區的休閒農業資源之優先順序。分析發現「觀光旅遊人才」是休閒農業區運用休閒農業資源最關鍵的影響因素。依其順位分別是觀光旅遊人才、水文資源、植物生態資源、動物生態資源、農民匠師、傳統建築資源。政府機關對觀光旅遊人才、農民匠師存續培育應有長遠計劃；應重視水文資源、森林的利用，創造永續發展的營運模式。

The recreational agriculture area is positioned as the focus of regional recreational agriculture development and counseling. Because it has the function of agglomerating the economy and improving the external benefits of public facilities. This study takes 14 recreational agricultural areas as the research scope, and uses its management class as the research object, by using expert questionnaires. Firstly, the classification of recreational agricultural resources is applied to construct the indicators, the Delphi method is used as the index screening, and then the Analytic Hierarchy Process (AHP) is used to compare the indicators, and the importance of the indicators is sorted according to the weight of the indicators to understand the leisure agriculture area. By the priority of recreational agriculture resources, this analysis found that “Human Resources” are the most important factors influencing the use of leisure agricultural resources in recreational agriculture areas. According to their rankings, the follows are human Resources, hydrological resources, plant ecological resources, animal ecological resources, farmers' artisans, and traditional building resources. Government agencies should have long-term plans for the training of human resources and farmers. It is important to pay attention to the use of hydrological resources and forests to create a sustainable development model.
