公務人員領導型態、工作滿意度、組織承諾與工作績效關係之研究-以屏東縣政府為例

摘要


在全球競爭激烈的環境,人力資源發展係相當重要的課題,而政府推動政策時,在實現施政理念及績效時,除策略運用及正確規劃外,善用人力資源是必要的,其亦是組織再造的迫切問題。本研究旨在探討公務人員領導型態,與員工工作滿意度、組織承諾及工作績效之關係,以屏東縣政府各處室公務人員為調查對象。企盼藉著了解公務機關一些組織行為面向,能對政府機關未來人力資源管理有所助益。 本研究採用問卷調查法蒐集資料 ,共發出320份問卷,有效問卷計300份;將回收之資料採用t檢定、單因子變異數分析、Pearson相關分析及路徑分析等方法進行推論。 研究發現,年齡較高之員工較願意為機關付出心力,資深且已婚員工工作績效較佳。領導型態、工作滿意度、組織承諾、工作績效均具有顯著的影響效果,且由徑路分析之整體總效果得知,以領導型態對工作滿意度影響最為明顯。因此主管若能善用適當領導方式,而當員工對領導型態認知程度愈高,其工作滿意程度越高,則對組織愈有向心力,愈具有工作熱誠,如此工作績效愈高,組織績效必能提高。

In the highly competitive global environment, the development of human resources is a very important issue. When the government promotes policies, it is necessary to make good use of human resources in addition to the strategic use and correct planning when implementing governance concepts and performance. It is also an urgent issue of governmental reorganization. The purpose of this study is to explore the relationship between leadership patterns of public servants and employee job satisfaction, organizational commitment, and job performance, and to investigate public servants in each bureau of the Pingtung County government. It is hoped that by understanding the behavior of some organizations in the civil service, it will be helpful to the future human resources management of government agencies. This study were used questionnaires to correct data, there were a total of 320 questionnaires, but 300 questionnaires were valid. ; the data recovered were deduced using t-test, single-factor change analysis, Pearson correlation analysis, and path analysis. The study have shown that older employees are more willing to work for the organization, and senior and married employees have better job performance. Leadership style, job satisfaction, organizational commitment, and job performance all have significant influence, and it is known from the overall effect of the road analysis that the leadership type has the most obvious effect on job satisfaction. Therefore, if supervisors can make good use of appropriate leadership methods, and the employees have higher the level of awareness of leadership. The higher their jobs satisfaction, the more cohesive of organization they have, the more enthusiastic of work will be, and the higher of work performance they have, thus, the organization performance will definitely increase.
