有機村推動休閒農業整合發展評估指標之建構—以花蓮縣羅山地區為例

羅山村具備了各項的資源，如地景資源、農業資源、自然環境資源及人文資源等，然而，在此諸多的資源下，未經整合，並未實質幫助在地居民帶來不同的榮景。本研究期望經由下列兩項目的為羅山村帶來改變：一、建構羅山有機村整合發展休閒農業區評估指標。二、將研究結果提供羅山有機村發展休閒農業及公部門輔導時之參考。透過文獻探討，確認休閒農業整合發展評估指標後，接續運用層級分析法計算次要關鍵因素之權重及排序。研究結果發現「組織運作」為最優先構面，而整體權重前六名依序為「組織架構與分工落實」、「組織自給自足」、「自我改善及功能提升」、「休閒農業區營運目標」「通路連結及異業合作」、「在地產業資源運用」。

Luoshan Village has various resources, such as landscape resources, agricultural resources, natural environment resources, and human resources. There are many resources in Luoshan, however, without integrations, it has not actually brought the benefit to local residents. The purpose of this study was to change the Luoshan villiage by following projects: 1. Constructing an integrated development assessment index for the of leisure agricultural areas in Luoshan Organic Village 2. Provide the research results as reference for the public sector in Luoshan. According to the literature review, we confirm the assessment index for the integrated development of leisure agriculture, and through the hierarchical analysis to calculate and rank. The results of the study were that "organizational operation" is the highest priority, and the top six overall weights including "organizational structure and division of labor", "organization self-sufficiency", "self-improvement and functional enhancement", and "recreation agricultural area operation goals" "" Access and inter-industry cooperation ", " adoption of local industry resources ".
