嘉義縣中埔鄉申請劃定休閒農業區可行性之研究

嘉義縣中埔鄉若能配合政府對休閒農業推廣的政策，申請劃定休閒農業區，將傳統農業六級化，可讓中埔鄉整體發展提升。本研究以修正式德菲法，經兩階段專家訪談，探討中埔鄉申請劃定休閒農業區之可行性。第一階段以休閒農業輔導管理辦法為基礎，確認中埔鄉內哪些村落具備「地區農業特色」、「豐富景觀資源」、「豐富生態」及「保存價值之文化資產」適合發展休閒農業，再從「政策可行性」、「經濟可行性」、「法律可行性」、「技術可行性」及「環境可行性」等五個準則進行中埔鄉申請劃定休閒農業區之可行性分析。休閒農業區不僅只有傳統農業，還須符合相關法規，更具備農企業經營之商業型態。經過本研究進行可行性分析研究後，因具備(一)符合農業政策；(二)具有經濟效益；(三)本法律明定有依據；(四)已有成熟之休閒農場領頭；(五)環境安全無虞等條件，故嘉義縣中埔鄉申請劃定休閒農業區為可行之計畫。依據受訪者之意見，本研究對中埔鄉規劃休閒農業區提出三點建議：(一)辦理說明會讓鄉民認同；(二)透過輔導轉作或大規模種植特色作物建立特色農業；(三)政府播款補助申請劃定休閒農業區。對申請休閒農業區流程之建議為設立單一窗口簡化申請流程。對未來業者之建議：(一)應充分了解相關法規內容以免觸法。(二)培育導覽解說員，主動提供遊客貼心的服務。(三)設計體驗活動，與遊客間的互動能達到賓至如歸的效果，增加遊客重遊意願。(四)積極參與社區大小事務，與當地村民加強連結、相輔相成。最後，對未來發展休閒農業區建議推動休閒農業區之團隊應多與政府部門連結，借力使力，充分利用政府資源進行推廣與行銷；健全休閒農業區內道路品質，擴大路幅加強安全性；塑造地方形象，建立特色產業與農業，內部加強服務人員的服務品質、專業素養，才能永續經營。

If JhongPu Township in Chiayi County can cooperate with the government's policy on the promotion of recreational agriculture, apply for the demarcation of leisure agricultural areas, and make traditional agriculture six-level, the overall development of JhongPu Township can be improved. This study is based on the revision of the formal Deficient Law, and after a two-stage interview with experts, the feasibility of JhongPu Township's application for the demarcation of a leisure agricultural area was discussed. Based on the management measures for recreational agriculture counseling, the first stage confirmed which villages in JhongPu Township have "regional agricultural characteristics", "rich landscape resources", "rich ecology" and "cultural assets with preservation value" suitable for the development of recreational agriculture, and then analyzed the feasibility of JhongPu Township's application for delineation of leisure agricultural areas from five criteria: "policy feasibility", "economic feasibility", "legal feasibility", "technical feasibility" and "environmental feasibility". Leisure agricultural areas not only have traditional agriculture, but also must comply with relevant laws and regulations, and have the business style of agricultural enterprises. After the feasibility analysis study of this study, it is necessary to comply with agricultural policy because of the (i) compliance with agricultural policy; (2) Have economic benefits; (3) This law clearly has a basis; (4) Leaders of mature leisure farms; (5) Environmental safety and other conditions, so Chiayi County JhongPu Township application for the demarcation of leisure agricultural areas as a feasible plan. Based on the opinions of the interviewees, this study puts forward three suggestions for the planning of leisure and agricultural areas in JhongPu Township: (1) The handling instructions will make the villagers agree; (2) Establishing specialty agriculture through counseling for the conversion of crops to specialty crops or large-scale planting; (3) Government sowing subsidies apply for the demarcation of leisure agricultural areas. The proposal for the application process for recreational agricultural districts is to set up a single window to simplify the application process. Suggestions for future operators: (1) Fully understand the content of relevant laws and regulations to avoid violating the law. (2) Cultivate tour guides and take the initiative to provide intimate services for tourists. (3) Design experience activities, and the interaction with tourists can achieve the effect of being at home and increase the willingness of tourists to revisit. (4) Actively participate in community affairs, strengthen ties with local villagers, and complement each other. Finally, it is suggested that the team promoting the future development of leisure agricultural areas should be more connected with government departments, leverage their strength, and make full use of government resources for promotion and marketing; Improve the quality of roads in leisure agricultural areas, expand road widths and strengthen safety; Only by shaping the local image, establishing characteristic industries and agriculture, and strengthening the service quality and professional quality of service personnel internally can we operate sustainably.
