人格特質、工作壓力、專業訓練與組織承諾對採購效率之關聯性探究-以台灣自來水公司為例

A Study of the relationships among Personality Characteristics, Job Stress, Professional Training, Organizational Commitment, and Procurement Efficiency - A Case Study on the Taiwan Water Corporation

摘要


政府採購法自民國88年5月27日正式實施後已歷經5次修法,採購法不同於一般法律,採購程序除依採購法、施行細則及其相關子法辦理外;對於採購行為於實務面與採購法相關規範所衍生待釐清問題,又需參考主管機關所為函釋,因此採購業務承辦人員為達成採購效率,於工作上產生一定壓力。 由於目前國內探究政府採購效率的文獻較少,本研究以國營事業中台灣自來水公司為例,針對採購效率與業務承辦人員之影響因素進行探討與驗證。在問卷發放上,總計發出465份,回收403份有效問卷,有效回收率為86.6%。研究結果顯示採購業務承辦人員人格特質、工作壓力、專業訓練與組織承諾對採購效率產生一定程度影響;同時,採購業務承辦人員人格特質與專業訓練所產生之交互作用對採購效率具有顯著影響。 本研究最後根據研究結果提出管理意涵與後續建議,希望能提供管理階層在面對採購業務承辦人員遭遇問題時能夠提出適當的因應策略,以提升管理效果與行政效能。

The Government Procurement Act has been amended five times since its launch on May 27, 1999. Unlike the compliance procedures in most laws, the procurement process needs to comply with not only procurement-related laws but also enforcement rules and bye-laws, as well as the interpretation of rules issued by the administrative agency in charge in order to clarify issues arising from the gap between actual procurement practices and the relevant procurement regulations. Hence, procurement staffers face a certain level of job stress as they strive to achieve procurement efficiency. Given the limited amount of literature on government procurement efficiency in the country, this study examines the factors affecting procurement efficiency and procurement staffers using the Taiwan Water Corporation as an example. A total of 465 questionnaires were distributed, of which 403 were returned (return rate of 86.6%). The study results showed that personality characteristics, job stress, professional training, and organizational commitment of procurement staffers have a certain degree of effect on procurement efficiency. In addition, the interactions of personality characteristics and professional training of procurement staffers were found to affect procurement efficiency significantly. Lastly, this study provides recommendations and implications to management, with which the management can formulate appropriate strategies in response to challenges encountered by procurement staffers. This will enhance management and administrative effectiveness.
