因應高科技戰爭所需人力要求、經濟及社會條件之變化，我國兵役制度已由「徵、募併行制」轉換為全募兵為主。國防部志願士兵逐年提高招募比例，以期能達成全募兵的目標。
國軍實施招募應有整合的行銷觀念以滿足社會青年從軍的需求，方能符合不同對象需要，制訂出有效的招募政策與服務策略。因此，「募兵制」要成功提升高中(職)生從軍服務意願，除需提升軍人的薪資、福利、服役環境、職涯規劃與社會地位外，相關推動誘因的制度設計應該朝向「招募對象及客制服務」的方向思考。
本研究以問卷調查11家臺中市高中(職)學校600位1-3年級學生，獲得520份有效問卷回收率為87.6%，並得知受訪臺中市高中(職)學生從事國軍志願役意願僅有10.57%，並對影響高(中)職生加入國軍志願役士兵意願因素進行分析得到「我認為身為國軍的一份子是種榮耀」及「我認為上、下班制度有助於適當消除繁重工作壓力，並可有較多私人空間」這兩個因素有顯著影響讓高中(職)生有更多的從軍志願士兵意願，建議可以招募政策可朝這方面多加著墨，以達成全募兵之國防政策。

ABSTRACT
In response to the requirements of high technology manpower and the changes of economic and social conditions, the military service system has been transformed from a "requisition and recruitment parallel system" to a full recruitment. The Ministry of
Defense volunteer soldiers have increased their recruitment ratio year by year in order to achieve the goal of full recruitment.
The National Army should adopt an integrated marketing concept to meet the needs of social youths in order to meet the needs of different targets and formulate ef-fective recruitment policies and service strategies. Therefore, the "raising system" must successfully enhance the willingness of high school (service) students to serve the mili-tary. In addition to improving the salary, welfare, service environment, career planning and social status of the military, the system design for promoting incentives should be directed toward "recruitment target must be customer service”.
This study makes a survey of 600 1-3 grade students from 11 high school (job) schools in Taichung City were surveyed. The recovery rate of 520 valid questionnaires was 87.6%. It was learned that the willingness of the high school (job) students in Tai-chung City joining the national army volunteers is only 10.57%, and the empirical analy-sis of the factors affecting the willingness of high- and medium-ranking students to join the national army volunteers is "I think that being a member of the national army is a kind of glory" and "I think the upper and lower working system can help In order to properly eliminate heavy work pressure and have more private space. Furthermore, these two factors have a significant impact on allowing high school (s) students to have more willingness to voluntarily joint the military. It is recommended that recruitment policies can be added to this aspect to achieve National defense policy for all recruits.
