臺灣十二年國教實施前後私立高級中等及職業學校營運效益分析

Analysis of Operational Efficiency of Taiwanese Private Senior High School and Vocational High School before and after Implementing 12-Year Compulsory Education

摘要


本研究之主要目的,是以台灣私立高級中等及職業學校為樣本,並採用資料包絡分析法探討樣本學校在十二年國民教育施行前後之營運效益。研究結果發現,十二年國民教育施行之後,在19所樣本學校中,僅有4所學校仍維持效率值1的高效率的情況。此外,平均而言,十二年國民教育施行之後,樣本學校之營運效率值,是呈現下降的現象。此結果意謂著實施十二年國教免學費補助及就近入學政策之後,雖然可以減低公私立學校學費的差距,但也因為在地升學的意願增加,造成私立學校招生困難,並導致經營效率的降低。

By using the data envelopment analysis method, the objective of this study is to examine the operational efficiency of Taiwanese private senior high school and vocational high school before and after implementing 12-year compulsory education. The empirical evidence demonstrates that only 4 of 19 sample schools are able to maintain their operational efficiency of maximum value to one. Additionally, on average, the operational efficiency of the sample schools was declining after implementing 12-year compulsory education. Such results imply that free tuition for private senior high and vocational school students narrow the gap in tuition between them. However, this also suggests that because of free tuition and proximity of the public schools, it results in higher enrollment in public schools. Yet, it adversely made private senior high school and vocational high school difficult to enroll students, hence, decreasing the operational efficiency of both private senior high school and vocational school.
