台灣社會因在經濟持續的發展、生活環境和形態日漸改變,以及西方個人主義的提倡,使的家庭觀念與生兒育女的想法日漸淡薄,導致少子女化現象的產生日益嚴重。此問題導致學生來源愈來愈少。 以教育層面來談,少子女化現象對整個教育體系的生態已受到衝擊,如今每個學校都面臨了學生來源短缺的危機。因為生源減少,也會使學校經費減少,經營上勢必產生困境,甚至面臨轉型或退場的危機,各種學制問題都已一一浮現。政府推動十二年國民基本教育之政策就是為了有利於學校有效實施教育政策,提供學校各種教育資源,教育部為了提升高中職的辦學品質,更推動多項的配套措施。在面臨少子女化與十二年國教實施的衝擊下,對私立學校的經營產生極大的壓力,如何讓學校永續經營並有效利用資源是學校面對的困境。本研究在探討十二年國教實施後,政府在各項補助款挹注政策下,是否能有效提升私立高級中等學校的經營績效,藉由此資訊可以提供私立高級中等學校改善的策略,以因應快速變遷的社會及有效運用教育資源參考依據。本研究利用「資料包絡分析法」進行評估私立高級中等學校藉由教育部教育政策的各項配套措施是否有助於學校提升辦學績效,以及學發展學校特色讓學生能就近選讀。由於各校在經費的執行率、學校規模的大小、學校所在區域位置跟學校體制等等因素不同,配套措施經費的挹注是否發揮了最大效益於學校,因此本研究亦加入「預測方法」進行分析評估政府挹注配套措施方案經費的資源,依學校因不同的種種因素來預測另一學年度學校的辦學績效。
Due to the continuous economic development of Taiwanese society, the gradual changes in the living environment and patterns, as well as the promotion of Western individualism. The concept of family and the idea of childbirth have become weaker and weaker, which has led to an increasingly serious phenomenon of fewer children. This problem has led to fewer and fewer sources of students. In terms of education, the phenomenon of fewer children has now impacted the ecology of the entire education system, and every school is facing a crisis of shortage of students. The reduction in the number of students will reduce the school funding. It will inevitably lead to difficulties in operation, and even face the crisis of transition or exit. Various school system problems have emerged one by one. The government’s policy promote the twelve-year national basic education that it is to help schools effectively implement educational policies and provide schools with various educational resources. In order to improve the quality of high school vocational education, the Ministry of Education has promoted many supporting measures. Facing the impact of fewer children and the implementation of the twelve-year state education, there is great pressure on the operation of private schools. To make the school sustainable and effectively, we use resources is a dilemma faced by the school. This study explores whether the government can effectively improve the operating performance of private senior middle schools after the implementation of the national education for 12 years under various subsidy injection policies. This information can provide private senior middle schools with improvement strategies to respond to them. The fast-changing society and the reference basis for effective can use of educational resources. This thesis uses the "data envelopment analysis method" to evaluate whether private senior secondary schools can help the school to improve the school performance through various supporting measures of the Ministry of Education's education policy. Furthermore, the characteristics of the school development school enable students to choose nearby. There are the different factors such as the implementation rate of the funds, the size of the school, the location of the school and the school system, whether the funding of the supporting measures has played the most benefit to the school. This research also includes the "prediction method" to analysis Evaluate the resources of the government's funding for supporting measures. Finally, we predict the school's performance in another school year based on various factors of the school.
