With the rapid development of mobile payment, more and more people begin to use mobile payment, and the number of users and transaction volume of mobile payment has also increased year by year. However, it is still a long way from the government’s expectation to reach 90% penetration rate by 2025. Since there had been incidents of mobile payment fraudulent using in recent years, and some users disabled mobile payment after using, the purpose of this study was to find out the factors that affect users’ continued using. Since the end of 2019, the epidemic caused by COVID-19 has broken out. Many people are afraid that cash payment will lead them to contact possible virus on the cash, so they choose to use mobile payment. Therefore, this study intended to explore the factors that affect the users’ intention to continue using mobile payment during the COVID-19 outbreak, and the impact of COVID-19 on continuing using of mobile payment. This study proposed a research model combining health belief model, technology acceptance model, trust, privacy, and perceived security, and used questionnaire survey methods to investigate separately during periods of stabilizing periods and pandemic periods. A total of 795 valid questionnaires were retrieved, of which 484 were answered by users when the epidemic was stabilizing periods, and 311 were answered by users when the epidemic was pandemic periods. The results of this study found that in periods when the epidemic was stabilizing, attitude was the main factor that affected continued using, followed by perceived barriers of action; and in pandemic periods, attitude was still the main factor that affected continued using, followed by trust; also, COVID-19 wound have an impact on the continued using of mobile payment.
