摘要

我國政府多年來為提供民眾更便捷且優質之服務，持續推動電子化政府，目前電子化政府作業已邁入數位化及網路化階段，縣市政府透過業務資訊化與建置資訊系統來提昇工作效率已是未來發展趨勢。然各縣市政府雖積極建置與推廣資訊系統，但仍面臨資源無法共享、資訊安全建置不夠完善、資訊人員配置比例不足等問題，造成各縣市機關間整體資訊化程度不一。究其因，縣市政府在期初執行規劃時，缺乏完整的實務規劃方案或理論等參考資料，而資訊人員比例不足，也容易造成計劃在執行上之困難。因此本研究將以某縣市政府為例，參考電子化政府相關政策與深入訪談法等方式，規劃該縣市政府整體資訊發展策略，並提出一個完整且以實務為基準的規劃方式，提供未來縣市政府在規劃資訊系統發展策略時一個參考。

In order to provide more convenient and more efficient public services, Taiwan's government has highly progressed in the area of E-Government over the past years. Currently its E-Government has entered the digital and network-based stage. However, lacking of resources, inadequate information security deployment and shortage of IT staffing in some of the county and city governments lead to the difficulty in establishing the county-level information system. In the stage of information system planning, the flaw is usually the lacking of information theory and practical reference data. In this study, referring to Taiwan’s E-Government policies and utilizing the in-depth interview method, we proposed an overall information development strategy for one of the municipal governments in Taiwan. We also propose a practical planning approach scheme for the government’s future reference.
