培訓機構訓練品質管理雲端平台運用之研究

摘要

培訓機構在辦訓過程，從課程規劃、設計、執行到成果展現，勞動部勞動力發展署訂定了「人才發展品質管理系統」(Talent Quality-management System，TTQS)加以規範及評估訓練成效；同時也設計了「職業訓練資訊管理系統」(Training Information Management System，TIMS)來記錄辦訓資訊。然而大部份培訓機構並沒有一套完整系統來記錄辦訓資訊及針對TTQS與TIMS進行資訊化的管理與整合。
本研究擬以低門檻的誘因，協助培訓機構達成營運資訊化的目標，系統的運行將架構於Microsoft Azure之PaaS服務，是基於Browser/Server架構而非傳統Client/Server架構的服務平台，資料庫採用Microsoft Azure雲端資料庫SQL Database。以往需要花費大量金錢與人力進行建置，並長期維護與管理的伺服器與資料庫系統，全部可由雲端服務取代。培訓機構可以在任何時間地點，透過個人電腦、平板、手機等裝置連上網際網路就能進行營運管理。
本研究針對培訓機構日常營運資訊化與資訊整合的需求，分析勞動力發展署核定之訓練品質計分卡各項指標及TIMS的各項要求，開發相關雲端服務模組，協助培訓機構建置資訊化的辦訓體系。

Training institutions run training process from curriculum planning, design, implementation to the outcome of the show, work department of the Ministry of Labor Workforce Development has set a " Talent Quality-management System, TTQS " to regulate and evaluate the effectiveness of training; also has designed " Vocational Training Information Management System, TIMS" to do the training record information. However, most of the training institutions did not have a complete system to record information and do training for TTQS and TIMS conduct of information technology management and integration.

This study is intended to assist training institutions to reach the goal of operation of information technology by low threshold incentives, the system will run on Microsoft Azure's infrastructure PaaS service. It is based on Browser / Server architecture rather than the traditional Client / Server architecture of service platform. And database will adopt Microsoft Azure cloud database, SQL Database. In the past, it needed to spend a lot of money and manpower and long-term maintenance and management on servers and database systems, which all may be replaced by cloud services. Training institutions may be able to carry out operational management at any time and place through PC, Tablet, Mobile Phones and other connected devices to the Internet.

This study is aimed at the demand of the daily operation of information technology and information integration of the training institutions, to analyze the indicators of training quality scorecards and the requirements of TIMS which are approved by Workforce Development Agency, and develop the related cloud services modules to help training institutions to build up the training performance information system.
