台灣的公部門人事行政體制與日本幹部人事制度改革所處的外部生態環境相似,都面臨著知識經濟和全球經濟一體化的挑戰,資訊時代技術變革帶來的沖擊,民主化、市場化的浪潮等相同的國際大環境。台灣地區市場經濟較為發達,人事行政體制既受到中國傳統文化的左右,又受到西方公務員制度的影響,其集權統一的「一條鞭人事制度」,與日本的組織、人事系統相對獨立,人事法制及人事業務相對集中的體制特點有許多雷同之處。本文通過比較臺北醫院和東京醫療研究中心來比較它們的職員管理及激勵機制,研究結果有助於幫助台灣或其他國家的各個部門內組織開展更有效的人力資源管理和提高職員的能動性、工作滿意度和敬業度。
Taiwan's public sector personnel administration system is similar to the external ecological environment of Japan's cadre personnel system reform. It is facing the challenge of knowledge economy and global economic integration, the impact of technological change in the information age, and the same international environment of democratization and marketization. Taiwan's market economy is relatively developed, and its personnel administrative system is influenced by both Chinese traditional culture and Western civil servant system. Its centralized and unified "one-whip personnel system" is relatively independent of Japan's organization and personnel system, and its system features of relatively centralized personnel legal system and personnel business are many similarities. This paper compares the staff management and incentive mechanism of Taipei Hospital and Tokyo Medical Research Center. The results of this study can help public organizations in Taiwan or other countries to carry out more effective human resource management and improve staff motivation, job satisfaction and engagement.
