立法院網際網路多媒體隨選視訊系統對推動國會透明化之影響

隨著多媒體視訊系統逐漸發展成熟及廣泛應用，立法院網際網路多媒體隨選視訊系統（Interactive Video On Demand,IVOD）也隨民意而誕生。以往民眾對立法委員的印象及獲知立法過程都僅限於新聞片段，並無法深入獲知立法委員質詢及立法過程全貌，IVOD的出現，正式寫下了「國會透明化」的重要里程碑，對立法委員形成一定程度的監督效果。本研究以研究者從事立法院國會聯絡人在工作上的現況，透過文獻探討闡述IVOD系統發展歷程，再藉由對使用者深度訪談方式，探討系統使用易用性及知悉立法過程的有用性，對不同職務、身分的使用者所產生之影響，及IVOD對於推動國會透明化之影響。研究結果顯示：IVOD系統在推廣程度、吸引程度及主機運能部分尚有不足之處，希望提供系統研發單位改善及精進之方案，俾利提升民眾使用IVOD系統關注國會動態意願及興趣，有效推動國會透明化之政策。
