應用層級分析法探討國軍人員在職進修因素之研究-以某憲兵分隊為例

摘要


近年來終身教育的盛行,使得高等教育的在職進修普及化、彈性化,基於建立優質國軍的理念下,國防部亦積極推動「終身學習制度」,鼓勵人員公餘進修,以增進本職技能,並藉此將學習成果運用於生活上。然而,國軍為一特殊職業,工作型態有其限制性與約束力,能否全心全力扮演工作者與學生不同職業別的角色,在此都是值得探討的話題。 本研究目的在應用層級分析法探討軍職人員在職進修之關鍵因素,透過文獻收集、探討,逐步分析相關影響因素。本研究結果顯示國軍人員,無論是工作、生涯或個人因素的考量,薪資報酬增減是最主要的目的,進修後對其工作需求都會有助於滿意程度的提升,結果顯示進修所學習到的知識及思考,對其工作職務上有幫助。國軍人員在接受在職進修之後,除了知識及視野的開擴、增加晉升與調遷機率外,對其未來軍職生涯的發展產生相當的助益,更有助於規劃個人軍職生涯退休後的方向。滿足自我的能力和妥善規劃個人生涯,也是參與在職進修的主要動機,並希望同時能提升部隊的競爭力,以為後續退伍後能儘速與社會接軌。

In recent years, the prevalence of lifelong education has led to the popularization and flexibility of on-the-job training in higher education. Based on the idea of establishing a high-quality national army, the Ministry of Defense has also actively promoted the "lifelong learning system" to encourage staff to study and improve their skills, and to apply the results of learning to life. However, the national army for a special occupation, work style has its limitations and binding, can wholeheartedly play the role of workers and students of different occupations, are worth exploring the topic. The purpose of this study is to analyze the key factors of military personnel training in the application of hierarchical analysis, and to analyze the relevant influencing factors through literature collection and discussion. The results of this study show that the military personnel, whether it is work, career or personal factors, salary increases and decreases is the most important purpose, after training for their job needs will help to enhance the degree of satisfaction, the results show that learning to learn Knowledge and thinking, to help their job duties. In addition to the openness of knowledge and vision, the increase in promotion and relocation probability, the military personnel in the future military career after the development of considerable help, but also help to plan the personal military career after retirement direction. To meet the self and the ability to properly plan their personal career, but also participate in the main motivation for on-the-job training, and hope to enhance the competitiveness of the troops, that follow-up after retirement as soon as possible with the community.
