最適資訊設備維護廠商遴選模式之研究

摘要


本研究主要目的在評估眾多資訊設備維護廠商效能之優先順序,做為資訊部門遴選維護廠商之依據。 本研究以專家權重法(Expert Weight Method)求得遴選廠商在技術層面、預算效益、營運層面、管理層面等四個評估準則的權重值,並以資料包絡分析法(Data Envelopment Analysis, DEA)中的共同權重模式(Common Weight, CW)決定五家遴選廠商的效能值,再配合層級分析法(Analytic Hierarchy Process, AHP)架構,評估得出各廠商效能表現優先順序。 研究結果發現,目前多數企業採取政府採購法中最低價格標決標原則來決定廠商,但實例資料分析得出報價最低的廠商其效能表現並非最佳。若單以價格遴選廠商,不一定能遴選到效能最佳的資訊設備維護廠商,需加入技術、管理、營運等層面的考量,才得以遴選出效能最佳資訊設備維護廠商。

To evaluate the effectiveness priority of IT equipment maintenance suppliers in order to be, as a base, the selection of maintenance supplier for IT department is the major purpose of this study. In the study, according to Expert Weight Method, there are weighting values come out against four evaluation principles, technology, budgetary effectiveness, operation and management, from the supplier candidates. Secondly, the data came out from the Common Weight Models in Data Envelopment Analysis (DEA) is to determine effectiveness values of five supplier candidates. Finally, come out the effectiveness priority of each evaluated supplier by structure of Analytic Hierarchy Process (AHP). The study results presented that most of enterprises follow the rule of lowest pricing took the order as same as the principle of government procurement rules as order decision to supplier. However the analysis data showed that the effectiveness performance of supplier which selected by the lowest pricing rule is not the best one. The best supplier can't be selected only by the lowest pricing principle for IT equipment maintenance. In order to select the best supplier for IT equipment maintenance, technology, management and operation have to put into consideration.
