隨著戰略武器及科技武器的日新月異,戰爭的型態也必需跟著改變,而中華民國面對中華人民共和國的策略也是不停的在改變,中華民國國軍亦由原本反攻大陸主動打擊的目標,逐漸轉變為「防衛固守、重層嚇阻」的守勢態度,遂自民國86年起至民國103年止,在政府政策的指導下,執行了國軍組織的裁撤或縮減政策,並自民國107年公布陸海空軍軍官士官服役條修正版,而組織內成員面對這些組織變革及制度改變所帶來衝擊及不適,是否會影響其本身組織承諾的改變;探討空軍後勤人員對組織變革的認知及組織承諾的認知兩者間之關聯性為本研究之目的。 本研究運用問卷調查法,以空軍岡山基地之軍官、士官、志願役士兵為研究對象,總計發放問卷270份,回收有效問卷計236份,母群體數據經綜整後採用敘述性統計研究分析,依據分析結果從中探討出結論及提出具體建議方向,提供空軍後續規劃組織變革時之政策作為參考。 由本研究分析發現,茲分述如下:1.空軍岡山基地後勤人員對組織變革認知其感受程度因人員特徵不同而有顯著差異,2.空軍岡山基地後勤人員對組織承諾認同其感受程度因人員特徵不同而有顯著差異,3.空軍岡山基地後勤人員對組織變革認知與組織承諾認知有顯著的正相關。
The pattern of war is changing, and the Military’s goal has also been transformed from actively attacked to a defense and deterrence by forcing multiple dilemmas on enemy. Since 1997, the Military Organization’s reduction policy has been implemented, and since 2018, the "Act of Military Service for Officers and Non-commissioned Officers of the Armed Forces" have been amended. In the face of the impact and discomfort of organizational change, whether it affects the change of organizational commitment; the relationship between the air force logistics personnel's perception of organizational change and organizational commitment is the purpose of this study. The questionnaire survey method was used in this study. A total of 270 questionnaires were distributed, and 236 valid questionnaires were collected. The research data was analyzed by narrative statistical analysis. The research findings are as follows: 1.The degree of organizational change perception is significantly different due to different personnel characteristics. 2. Organizational commitment and recognition level are significantly different due to different personnel characteristics. 3. Organizational change cognition has a significant positive correlation with organizational commitment cognition. Based on the results, this study proposes specific directions for the reference of the Air Force's follow-up planning organization.
