高雄市市有不動產收回之研究-以高雄市警察宿舍為例

舒適之住宅，除了提供生物性、經濟性、社會性及政治性的功能以外，也滿足了人類生理或心理之需求，更是所有人類活動主要的集中點，故住之問題向為民生重要議題，而眷舍福利更是員工福利之最具實惠項目。因之，如何訂定良善政策，施予合宜的管理措施，發揮其預期功能，符合時代新意，洵屬必要。本研究以高雄市警察眷舍為例，探討不動產收回之相關課題。由本研究中歸納以下研究之發現：一、回應社會變革需求，即時調整宿舍政策二、避免宿舍違法使用，有效運用國家資產三、穩健進程替代倖進，和緩處理宿舍政策四、強化宿舍管理成效，成立專責處理單位五、眷管政策改絃更張，政府民意尋求共識六、多元處理警察眷舍，激勵加速報繳作業七、修改作業相關法令，適法解決眷舍問題

This study explore the issues of countermand real estate, especially on the police dependents dormitories in Kaohsiung city The following findings are summarized in this study: 1. To respond the social change needs, the adjustment of dormitory policy on time is necessary. 2. To avoid illegal use of dormitories, government may try many effective methods on state assets. 3. To steady and slow the countermand procedure of dormitory policy 4. To strengthen the effectiveness of dormitory management, and to set up a dedicated handling aggregation government unit. 5. To pay attention on policy reform, and to seek consensus between staffs and government. 6. To encourage the returns of police dependents dormitories 7. To modify the relevant laws and regulations, and to solve the problems of dependents dormitories.
