摘要

中興新村歷經精省及921大地震後，原台灣省政府所屬員工紛紛調職、離職、退休，所配住之公有宿舍，最近幾年亦每年以100餘戶速度騰空閒置，加以台灣省政府公管組限於經費、人力不足，無法全面做好中興新村閒置宿舍環境整潔工作，致使老舊宿舍殘破不堪、蚊蟲叢生，堪用宿舍則加速腐化，造成國家資源的另一種浪費，執政者雖將中興新村北區規劃為文化藝術創意產業園區，中區規劃為優質渡假型生活園區，南區則規劃為培訓研習會議中心，惟2008年敗選後又已停擺，本研究重點為閒置宿舍再利用之探討，較少涉及政治與再利用技術層面的探討。

After Jhong Sing New Village’s experimenting downsizing province and 921 Earthquake, the employees of original Taiwan Provincial Government started to post away, leave office, or retire one after another; the communal dormitories being allotted for them to live have been emptied and left unused with the speed of 100 vacant houses every year recently; moreover, restricted by the funds and manpower, public affairs division of Taiwan Provincial Government is not able to do a good job on keeping the environment of idle dormitories in Jhong Sing New Village clean completely, and hence, the old dormitories are dilapidated with a lot of mosquitoes growing, and the dormitories that are good enough for use speed up decaying, causing a waste of national resources. Although the former ruling party (DPP) planned the north district of Jhong Sing New Village to be cultural and artistic creative industry park, the central district to be quality resort living district, and the south district to be the training, research and study conference center. However, after DPP Party lost the election, the plan stopped again. The research’s focal point is the discussion of idle dormitory reuse, and did not involve the exploration of politics and technical aspect of reuse much.
