為強化國軍整體戰力,建構精銳國防勁旅,達成常備部隊由志願役人力擔任的政策目標,國軍仍持續完成募兵相關配套法令制(修)定,完備「募兵制」提升尊嚴、擴大出路法源基礎,以及建立軍人權益與福利制度性保障,增加招募及留營等誘因。本研究主要研究部隊志願役人力留下服役意願相關因素。憲兵身為軍法及司法權執法部隊,身分有別於一般三軍,相對地對於養成的困難度有別於其他的軍種,工作勤務艱苦。再加上社會生活水準大幅提高,軍隊舊有的激勵機制逐漸弱化,志願役憲兵士兵對於留營意願隨之降低,因此,提升憲兵志願役士兵留營意願,更顯得重要。 經層級分析法分析權重分析後,不分專長職務留營之重要考量因素排名前五名為:軍人福利、家庭經濟來源、薪資待遇、退伍可支領終身俸、工作負荷量,影響軍人留營考量因素前三項為:軍人福利、家庭經濟來源、薪資待遇,顯見影響留營因素與薪資有相當之關係。
To strengthen the overall strength of the national army, the construction of elite national defense powerhouse, to achieve a standing force by the volunteer labor as the policy objectives, the military continued to complete the recruiting related supporting legal system (repair) set, complete "recruitment system" to enhance dignity, Source basis, as well as the establishment of military interests and welfare system of security, increase recruitment and stay and other incentives. This study mainly explores the relevant influencing factors of the willingness of the military volunteers. The gendarmerie as a military law and judicial power law enforcement force, the identity is different from the general armed forces, relative to the difficulties encountered to develop different from other services, work hard. Coupled with a substantial increase in social standards of life, the military's old incentive mechanism gradually weakened, volunteer gendarmerie soldiers for the intention to stay with the reduction, therefore, to enhance the gendarmerie volunteer soldiers willingness to stay, even more important. After analytic hierarchy process, the result of the weight analysis regardless of the expertise of the important factors show that the top five factors are military welfare, family economic sources, pay treatment, retirement can support life pension, workload. The top of three factors consider retention intension are military welfare, family economic sources, pay treatment.Thus, there is a relationship between the retention intension and pay.
