義大國際高級中學實施國際文憑課程策略演化歷程之研究

Research of the Strategic Evolution to Implement IB Programs in I-Shou International School

摘要


本研究旨在探究高雄市義大國際高中實施國際文憑(International Baccalaureate,縮寫IB)課程之策略決定與演化歷程。以國際文憑課程開辦實施策略的決定與歷程、國際文憑課程實施內容、實施國際文憑課程軟硬體及社會支援之配合、師資培養與訓練以及實施國際文憑課程未來發展與影響,五個議題為探討主軸。針對義大國際高中之行政、教師、設備、經費等及管理策略進行個案研究,據此提出研究結論與建議,提供其他教育行政機關、教育單位、教師與學生以及未來關於國際文憑課程如何實現於台灣教育體制之研究參考。 本研究以文獻分析法為主,質性研究深度訪談法為輔。首先,蒐集有關台灣國際學校設置之相關法規及現況、國際文憑組織制度、國際文憑內容、義大國際高中軟硬體之現況、本國十二年國教,以及經營管理等文獻,然後加以探討分析與比較,作為本研究理論依據及架構基礎。再根據文獻探討結果編製訪談大綱,作為本研究調查之工具。訪談對象以參與、熟稔義大國際高中決策以及相關行政體制人士為主,包括歷任校長、專家學者,以及教育行政機關首長共5位進行深度訪談,所得資料透過分析比較與討論後,綜合歸納得以下結論與建議: 一、目前,教育主管單位法令限制很多,義大國際高中申請「免除法令限制」實施「實驗課程」,發展出教育部課程與國際文憑課程雙軌融合的特色學校。 二、義大國際高中研究、發展具有台灣文化特色的學校本位課程,在台灣深耕IB國際文憑課程之教學內容、教學方法。 三、大學預科課程(IBDP)對學生進路、生涯發展、自主探索追求、終身學習有正向影響。未來,如果能獲得教育部承認,暢通學生在台升學管道,IB學校將會如雨後春筍般蓬勃發展。

The research aims at the strategic evolution and decision made to implement IB (International Baccalaureate) programs in I-Shou International School (IIS). The strategic determination and evolution of implementation of IB programs, the content of IB curriculums, the scaffolding of hardware and software needed from community, teachers’ professional development and the impacts for the future when implementing IB programs were the five main issues to explore. The research fell on the Administration, faculty, facilities, finance and management strategies happening to IIS so that the conclusions were found out and raised for the reference of educational administration, organizations, schools, teachers, parents and students; furthermore, this research could be referred to by the educators who would like to implement IB programs in Taiwan. The research mainly focused on the documentary analysis, and qualitative analysis and interviewing were used as scaffolds. First of all, it is essential to search for existing documents of the regulations in Taiwan concerned with the establishment of IB programs, the systems of IB, the programs of IB in themselves, the facilities and faculties of IIS, the 12-year continuum education in Taiwan, and the management etc. And then analysis and comparison of all these collections were made to be the theoretical foundation and structural basis of this research. The interview questions were made according to the result of documentary analysis as a tool for this investigation. The interviewees were those who took part in or were familiar with the strategic making of IIS and the administrators related to the development of IIS, inclusive of ex-principals, scholars, and the Chief Director of Kaohsiung MOE etc. After the interviewing these five key persons, the data from these interviewees were analyzed and discussed to conclusions and suggestions as follows. 1. At present, the strict regulations of MOE confining the IB programs are still many. IIS had no choice to apply to MOE for the implementation of so-called experimental curriculums according to the law, Private Primary and Secondary Schools Exempt From National Legal Restrictions and Guidelines, so as to develop a unique curriculum which has the combination of MOE and IB programs. 2. IIS keeps making researching and developing school-based curriculums with features of Taiwan. IIS actively promotes IB pedagogy so that IB curriculums can be rooted in Taiwan. 3. IBDP curriculums are beneficial to the student pathway, career, independence learning, and lifelong learning. If DP program can be recognized by Taiwan MOE so that students majoring in DP can get university admission in Taiwan, IB schools will be prosperous in a short time.
