研究者因為喜愛狗,因緣際會下,成為非營利組織「財團法人惠光導盲犬基金會」裡的志願工作者,非營利組織裡的專職人員往往因薪資或諸多原因影響,多面臨人員流動率高的問題,因此研究者想透過個案研究,利用人力資源管理的五個功能面向,「徵才(規劃管理)」、「選才(羅致管理)」、「用才(安置管理)」、「育才(發展管理)」、「留才(維護管理)」,檢視個案裡專職人員和志願工作者的人力資源管理。 經研究發現,個案因具特殊性,也就是有清楚明確的組織宗旨-「導盲犬培訓」這個核心要素,專職人員因認同組織宗旨,所以未產生人員流動率高的問題,志願工作者也因認同組織宗旨,所以願意選擇這個組織從事志願服務。 最後,不管專職人員或志願工作者,對人力資源管理的「育才」、「留才」、「徵才」等三面向均表達應予以重視,若能將這三方面所面臨的挑戰優先審視並加以改進,相信能幫助其人力資源管理更臻完善,使組織能永續發展,持恆推動導盲犬培訓工作,促進視障者權益,並期望成為其他非營利組織人力資源管理參考的依據。
Because of the love for dogs, researcher has become the volunteer of “Huikuang Guide Dog Foundation”, a nonprofit organization by serendipity. Nonprofit organizations sometimes encounter full-time staff turnover problem because of salary or many other reasons; therefore, this became the reason why researcher wanted to use five aspects of human resource management, “recruit-planning management”, “select-enlisting management”, “use-arranging management”, “train-developing management” and “retain-maintenance management”, through case study to review the human resource management of full-time staff and volunteers in this case. Through the case study, researcher has found out this organization has it particular and clear organization purpose, that is “guide dog training”, this core element. The Agreement of organization’s purpose, full-time staff had no high turnover problem and volunteers would tend to choose this organization to conduct their voluntary services. In conclusion, both full-time staff and volunteers expressed high value in three aspects of human resource management, that is “train”, “retain” and “recruit”. If the organization could face this three aspects’ problem in priority and make improvement, it could make the human resource management of this organization much more completely, organization could develop sustainably, keep the guide dog training work pushing forward constantly, improve the rights of visually impaired and thus become the human resource management reference for other nonprofit organizations.
