少子化對高中經營精進方案之研究

Research on the Secondary School Empowerment of Management Caused by Low Birth Rate

摘要


本研究旨在探討少子化對高中經營之精進方案。採用文獻分析與質性研究深度訪談法,共訪談3位學者專家、2位教育行政長官和3位高中校長。依據訪談大綱所規畫訪談內容是以經營管理的產銷人發財為本研究的五大主軸,設定出10個面向每個面向有2個議題,共有20個議題來分別探討。包括高中經營管理、城鄉高中經營、行銷管理策略、市場品牌定位、師資與職工、學生學習方案、教師課程設計、高中學制調整、財務經費管理和社區資源運用等10個面向進行探究。最後,依據五大主軸,歸納出以下五個結論: 一、少子化對高中經營管理產生困境,須全校總動員盡力辦出學校特色;且須有更多教育資源拉近城鄉差距,才能緩和跨區就讀之嚴重情況。 二、少子化對高中經營行銷管理必須建立特色和品牌等市場定位;以穩定增加學生生源,並區隔他校教育成效和招生對象為要件。 三、少子化對高中經營師資與職工力求精簡人員和精緻多元的服務方案再創新機;同時,要教導學生建立學習檔案及面對未來所需的學力和能力。 四、少子化對高中經營課程設計須朝向學生創意思考和主動學習兩主體來設計多元課程;在學制上,可採雙軌分流制或轉型,仍以維持現行學制多元化模式最為宜。 五、少子化對高中經營財務經費管理以撙節開支,並期望可在學雜費方面做動態性的調整;亦可引進和結合社區或上下游學校之資源來發展學校特色。 最後,依據研究發現和結論,對教育行政機關、高中學校以及未來後續研究者提出相關的建議,以供參考。

The purpose of this research is to explore how the empowerment of management of secondary school should be when facing the low birth rate. Documentary Analysis, Qualitative Research, and In-depth Interview were adopted to this research. There were three scholars, two administrators from Ministry of Education, and three secondary school principals interviewed. In accordance with the five Core Capabilities of Enterprise, including Producing Management, Marketing Management, Personnel Management, Research Management, and Finance Management, the content of the interview was designed into 10 aspects. Each aspect contains two issues so that the total issues are 20. The ten aspects to be explored in this research are as follows: Secondary School Management and Administration, Management Policy between City and Countryside Secondary Schools, Marketing Management Policy, Marketing Brand Positioning, Faculty and Staff, Teaching and Learning, Curriculum Design, Adjustment of Secondary School System, Finance Management and the Employment of Community Resources, etc. According to the five Core Capabilities of Enterprise, there are five conclusions induced as follows. 1. The whole school should face the music to work out specialties of the school, to shorten the difference of teaching and learning resources between city and country, and to alleviate the threat from students’ alternative selection so that the difficulty of secondary school management caused by low birth rate can be solved. 2. In the aspect of Marketing Management when facing the threat of fewer students, Marketing Brand Positioning and featuring school-based education are both necessities to steadily increase the number of students and to be distinguished from the others. 3. In the aspect of Faculty and Staff when facing the low birth rate, the school should cut down on the staff but build up the finest services. Simultaneously, It is absolutely vital for the school to foster our students with competence for the future. 4. In the aspect of Teaching and Learning when facing the low birth rate, the curriculum should be designed to foster students to be creative and self-regulated. The school system can be multiple or make a transformation; however, it might be the best way to maintain the current system in a multiple types of curriculum. 5. In the aspect of Finance Management when facing the low birth rate, the school has to not only cut the budget down but also find possible way to dynamically adjust the tuition fee. The school can bring in and combine related community resources or make good use of university network to develop school-based characteristics. Last but not the least, according to the findings and results, the research mainly provided related tips for educational organizations, secondary schools, and follow-up researchers as a reference.
