Purpose: To develop and validate of the Clinical Nursing Competence Scale (CNSS). Methods: A cross-sectional study with convenience and snowball sampling metheds was applied in this study. A total of 250 participants were recruited from a medical center in the southern of Taiwan. Data were collected via Web-Quest with a response rate of 83.3 %. Instruments used for the study included the CNSS (49 items), the Short-Form Chinese Health and Safety Executive’s Management Standards Indicator Tool (C-HSE-SF) (13 items), and basic information. Data collection was from October 2015 to January 2016. Analytic methods were content validity, exploratory factor analysis, concurrent validity, and internal consistency reliability Results: The CNSS was composed of three subscales; that were care competence ( 8 items), workplace ethics (4 items), and professional commitment (4 items). Factor loadings ranged from .68 to .82 and these three explained 62.02% of the total variance. The three subscales were moderate to high correlations (r= .46 to .78) with each others and with supportive climate(r = .46 to .57)and role perception(r = .65 to .78) subscales of the C-HSE-SF. The correlations between 49 items CNSS and 16 items CNSS was .98. The Cronbach's α of overall and each subscale were .95, .93, .87, and .83. Conclusion: The newly developed CNSS demonstrates satisfactory contruct validity, concurrent validity, and internal consistenct reliability. The CNSS can be applied to education, research, and clinical practice for clinical-based nurses.
