資訊溝通模式對部隊管理績效之影響─以國軍憲兵軍士官兵為例

摘要


本研究旨在探討資訊溝通模式對部隊管理績效之影響─以國軍憲兵軍士官兵為例。主要探討部隊常用的資訊溝通模式為何?不同資訊溝通模式會造成哪些影響?部隊管理績效如何評定?如何有效溝通,進而達成目標?本研究採用深度訪談法,訪談對象為4名軍官和2名士官,本研究主要發現如下: 一、部隊常用的資訊溝通模式有:面對面溝通、紙本公文溝通、電子資訊溝通、Line群組溝通。面對面溝通能快速、有效率的討論問題與達成共識,同時能加深彼此的情感信任基礎;紙本溝通具有較高的可信度與公信力; Line群組溝通也有無時間上的限制及快速掌握狀況的優點。 二、部隊管理績效評定:部隊管理主要有三大部分,分別是軍紀問題、訓練維安及內部管理。領導與管理者如果能透過良好的溝通及適當的教育,就能大幅降低軍紀、訓練維安及內部疏失發生的機率。 三、部隊裡如何有效溝通,進而達成目標:首先是大家取得共識,目的是共同解決問題;領導者擁有寬厚的胸襟,角色亦師亦友,具備專業像老師一樣能教導部屬做正確的事情,也能像朋友一般,互相信任與幫助,雙方都能換位思考並具有同理心,共同達成彼此目標。

The purpose of this study is to investigate the effect of information communication modes on military management performance. What are the information communication modes commonly used by the armed forces? What are the effects of different modes of information communication? How is the military management performance assessed? How can effective communication be carried to achieve goals? In this study, in-depth interviews are conducted with 4 commissioned officers and 2 non-commissioned officers. The main findings of this study are as follows: I.The information communication modes commonly used by the armed forces include face-to-face communication, paper-based document communication, electronic information communication and Line group communication. Face-to-face communication allows for quick and efficient discussion of issues to reach consensus, while deepening the emotional trust base of each other; paper-based communication has a higher level of credibility and reliability; Line group communication bears the advantage of no time constraints and allows for a quick grasp of the situation. II.Military Management Performance Assessment: Military management mainly consists of three components, i.e., military discipline, security training, and internal management. With good communication and proper education, leaders and managers can significantly reduce the chances of deficiencies in military discipline, security training, and internal management. III.How to communicate effectively in the armed forces in order to achieve the goal: First of all, we have to reach a consensus in order to solve the problem together. A leader must have a broad mind and act like a teacher and a friend. As a teacher, a leader must show professionalism to instruct the troops to do the right things. As a friend, a leader must be able to build trust and help others. Both sides must be able to place themselves in each other’s shoes and have the empathy to achieve each other's goals together.
