人力資源是企業組織取得競爭優勢的重要因素,以職能為基礎的人力資源管理,可分析組織內人員的職能落差,導入需要培訓的職能課程,以協助企業組織發展和運用人力。本研究分析勞動部高屏澎東轄區的產業情勢,以及可能受貿易自由化影響的產業,選定電子電機產業為探討對象,擇定該產業的測試工程師為關鍵職務進行職能建置。本研究主要目的是以iCap職能基準為基礎,建置電子電機產業測試工程師職能基準表與職能課程地圖,並應用資料包絡分析法資源配置模式,規劃培訓課程的設計與安排,配合本研究課程服務品質評估模式,分析職能課程學習成效與學員滿意程度。 職能課程地圖分析將課程依職務熟練度需求,區分為共通課程、專業初階課程與專業中階課程,合計11門課程。其中共通課程是必須具備且最需培訓的課程,透過專家訪談,本研究辦理共通課程「電子組裝產業實務英文」培訓基礎與進階測試工程師。問卷調查結果,訓練單位提供的教材內容、教材的適用性、教師在該領域的專業知識等項目(Gap2),得到較高的課程服務滿意度。學習成效分析中,以課程單元「會議英文」,在工作上的應用受益程度較高,學員學習後的表現也得到大多數主管的認同;在對學員職場上的助益分析中,「提升專業技術能力應用在工作上」,分數最高,顯示學員能將所學的課程內容與工作相結合,有助於學員將專業技術能力應用到實務上。本研究分析模式,可適用於各產業職能建置與課程培訓規劃上,可作為產業界在員工選用育晉留、人才養成之參考依據。
Human Resource Management (HRM) is one of the key factors to determine the competitive advantage for business organization. Based on occupational competencies, HRM is able to analyze the gap between duties and abilities and introduce the correspondent talent programs which help the business organization to plan the permanent manual labor. In this study, industry analysis has been conducted for those industries located in Kaohsiung-Pingtung-Penghu-Taitung region and might be affected by trade liberalization. Electrical and electronic industry has been selected, and testing engineers have been chosen for establishing the crucial positions competencies. The main purpose of this study is to develop iCap competencies based Occupational Competency Standard (OCS) and talent courses map for testing engineers in electrical and electronic industry. Data Envelopment Analysis (DEA) resource allocation model has been applied to plan course design and arrangement. In addition, the developed service quality evaluation model is introduced to determine the learning effects and learning satisfaction. Talent courses and be classified as common, professional basic and professional intermediate courses according to skills and experiences. In total, the talent courses map includes 11 professional technical courses. Generally speaking, common courses are ‘must have and most in need’ courses. By experts interviewing and forum, the common course ‘Practical English for electronic assembly industry’ is conducted for on-job training all the assistant and advanced testing engineers. Questionnaire survey results illustrated that teaching materials provided by training institution, usability and serviceability, instructor’s professional knowledge (Gap2) received the highest satisfaction degree. In the analysis of course learning effects, course module of ‘conference English’ has earned recognition for beneficial in the application in work and job performance evaluated by supervisor. Another analysis for career planning, ‘promote professional technical ability in work’ acquired the highest index, which demonstrated trainees are capable to integrate course contents into the work responsibilities, or professional technical skills into practical duties. The analysis model developed in this study can be directly applied to other industries to establish OCS and talent courses for various jobs. In HRM, this model is available for staffing and selection, education and training, promotion and retention for business organization.
