本研究主要從核能的角度,探討核能發展對於台灣經濟之影響狀況。本研究認為核能的污名化在於民眾缺乏正確的認知,因此希望透過較為合適且完整的文獻探討過程,釐清核能的發展過程,以及一些眾人所知的核災發生始末,作為理性探討的基礎開展。本研究經訪談四位專業人士之結果,發現核能主要影響台灣經濟的因素有三個原因,基載電力是否充足、再生能源是否能如期達到預期目標,以及廉價電力的來源為何,都將影響台灣整體產業的發展以及對外的競爭能力。在能源政策之探討的部分,本研究認為較為合適的做法,應再審慎評估未來整體的能源結構,並考量核四商轉作為基載電力的基礎供應,方能達到較為合適發展環境。另外,政府應站在經濟發展以及民生生活,達到最適解的角度做為能源政策的發展方向,並採取較為穩重的長遠規劃。
This study mainly explores the impact of nuclear energy development on Taiwan's economy. This study believes that the stigma of nuclear energy lies in the lack of correct cognition of the people. Therefore, it is hoped to clarify the development process of nuclear energy and the process of well-known nuclear disasters through a more appropriate and complete literature review and to be a basic development for rational discussion. This study finds that there are three reasons why nuclear energy mainly affects Taiwan's economy. Whether the base load is sufficient, whether renewable energy can meet the expected targets as scheduled, and what the source of cheap electricity is will affect the development of Taiwan's overall industry and its external competitiveness. Besides, in the part of the discussion of energy policy, this study considers that the overall energy structure of the future should be carefully evaluated and the commercial operation of Nuke 4 as the basic supply of the base load should be considered. In addition, For the economic development and people's livelihood, the government should adopt a more stable long-term plan in the energy policy.
