盱衡國際政經情勢丕變與國防事務改革趨勢,採創新、不對稱思維推動國防事務改革,國軍部隊自從民國86年起實施精實案以來,歷經精進案及精粹案後逐步縮減國防兵力組織結構,以因應募兵制政策推動,同時精簡兵力、提昇人員素質與整體戰力,建構一支「量適、質精、戰力強」的現代化部隊,其中國軍單位內上、中層幹部均於部隊服務多年,可能因個人升遷管道困難或其他因素導致欲轉換工作跑道,卻因無一技之長使轉業困難。故升遷管道暢通與工作穩定也是列為留營重要考量,儘管在社會上任何公司行號上班,如未能持續加強自我學能,就算有強烈留職之意願,仍會接受淘汰,在軍中之工作環境亦是如此,在部隊的工作時間已較長於社會上其他工作,如無法有效運用公餘時間進修,將會降低國軍的整體素質。 本研究旨在探討志願役軍、士官、兵之留營意願是否受到薪資與福利、工作滿意度、工作環境與家庭影響因等因素影響,因此以南部地區憲兵單位之志願役軍官、士官、士兵為研究對象進行調查,以AHP分析法實施問卷調查,依其對影響留營意願之因素等量表認知蒐集資料,進行實證研究,具體研究結果如下: 一、個人基本資料之對留營意願達顯著差異。 二、薪資與福利對留營意願有顯著正向影響。 三、國防政策對留營意願有顯著正向影響。 四、工作環境對留營意願有顯著正向影響。
