北港溪流域之涵容能力總量管制評估

摘要


雲林縣環境保護局針對縣內北港溪流域多年來推動河川污染改善相關作為,如水污染源排放管制、非點源污染控制、晴天污水截流處理及現地水質淨化等積極性作為,另推動市區污水下水道建設及生活污水處理中心,惟縣內部分水體仍無法達到水體分類之水質標準,而現有方法之水質改善策略及效果也逐漸遇到瓶頸,需透過創新思維及科學驗證方式尋找有效改善方法改善河川水質。 本研究分析行政院環境保護署民國102年至106年雲林縣河川水質水量監測資料,以點源污染及非點源污染模式評估北港溪之涵容能力,透過河川水體水質模式QUAL2K之模擬,找出影響河川水質的污染標的物及主因,以評估現有改善措施之優劣,擬定減污方式及方案。 研究發現,若BOD污染削減量降為8,024 kg/day、削減率41%;NH3-N污染削減量為8,754 kg/day、削減率89%,除NH3-N指標物外,均可符合北港溪流域河川水體水質標準。

The Environmental Protection Bureau in Yunlin county improved the water quality of watershed in Beigang River continuously, including the control of water pollution source discharge and non-point source pollution, sunny sewage interception treatment, local water purification, urban sewage sewer construction and domestic sewage treatment center. However, water quality cannot reach the quality. Therefore, the noval innovation and science methodology are necessary for the improvement of water quality. This study analyzed the water quality/quanity data of New Huwei Creek between 2011 to 2017 to assess the water capacity by the models of point and non-point source pollution. QUAL2K model was used to analyze water quanity, and find the major pollution sources/causes. Finally, the problems and objects of water pollution were obtained, which are used to evaluate the current method and give the future suggent for water quality improvement. Results indicated that the pollutants should be reduced to meet the water quality classification standards. BOD should be reduced to 8,024 kg/day with the corresponding reduction rate 41%, and NH3-N should be 8,754 kg/day with 89%, respectively.
